Public <br />involvement may include workshops, public meetings, or public <br />hearings, <br /> <br />The law that created the Flood Mitigation Assistance Program very <br />clearly states that any Flood Risk Mitigation Plan adopted by the local <br />jurisdiction may only be adopted following a public hearing. <br /> <br />The extent of planning and public involvement can be documented in <br />either narrative or time line format (or both), For example: <br /> <br />January 17, 1996 <br /> <br />February 20, 1996 <br /> <br />'--- <br /> <br />March 10, 1996 <br /> <br />April 27, 1996 <br /> <br />May 13, 1996 <br /> <br />May 23,1996 <br /> <br />I;.t : "'2: <br /> <br />June 10, 1996 <br /> <br />July 15, 1996 <br /> <br />July 25, 1996 <br /> <br />"-../. <br /> <br />August 5, 1996 <br /> <br />Sample Planning and Public Involvement Time Line <br /> <br />City council approves the formation of a Flood Vision Committee. <br />City floodplain manager responsible for steering committee and <br />selecting various members from public and private sectors of <br />community. <br /> <br />First Flood Vision Committee meeting. Eight members chosen to <br />participate, State Hazard Mitigation Officer briefed members on <br />the Flood Mitigation Assistance program. Committee to review <br />sample Flood Risk Mitigation Plans before next meeting. <br /> <br />Flood Vision Committee meeting, Description of flooding <br />problem and risk identified, <br /> <br />Meeting with Missouri Floodplain Coordinator to determine exact <br />location of floodplain within city limits. City surveyor tasked with <br />identifying all critical facilities within floodplain, <br /> <br />Flood reduction goals of city drafted, <br /> <br />Committee presentation to city counciL Flood reduction goals, in <br />draft, approved by city counciL Public meeting advertisement in <br />newspaper and letters to all citizens in the 100 year floodplain <br />mailed, Sample public hearing notice and letter in A2. <br /> <br />Public meeting held to discuss draft flood reduction goals. <br />Approximately 150 citizens attended. Comments recorded and <br />survey conducted. <br /> <br />Draft Flood Risk Mitigation Plan written based on public comment <br />and city goals. Presented to city counciL <br /> <br />Second public meeting held to review final draft of Flood Risk <br />Mitigation Plan, Comments recorded. <br /> <br />Flood Risk Mitigation Plan approved by city counciL <br /> <br />Flood Risk Mitigation Plan <br /> <br />3 <br />
