University Park Tributary. and the <br />Lake Minnequa Area. and designate and approve as storm OL <br />floodwater runoff channels or basins the reach of the Arkansas <br />River upstream of a point approximately 1500 feet downstream of <br />the Colorado Highway 96 bridge delineated by Zone A in said <br />report. and further recommends that the portion of the <br />floodplain designation for the reach of Fountain Creek from its <br />confluence with the Arkansas River upstream to a point <br />approximately 3400 feet upstream of the Colorado Highway 47. as <br />approved by Resolution No.3, adopted May 7, 1969, and the <br />portion of the floodplain designation for the reach of <br />Wildhorse-Dry Creek from the cross ing of the Denver and Rio <br />Grande Western Railroad just downstream of 11th Street upstream <br />to the projection of 29th Street. as approved by Resolution No. <br />5, adopted January 14. 1970, be rescinded. <br /> <br />) <br /> <br />NOW, THEREFORE. BE IT RESOLVED by the Colorado Water <br />Conservation Board in regular meeting assembled in Grand <br />Junction, Colorado, this 4th day of September. 1986, that it <br />does hereby designate and approve as floodplain areas those <br />areas described by the floodwater surface elevations and <br />prof iles in said Federal Emergency Management Agency report. <br />dated September 29, 1986. for the reach of the Arkansas River <br />from the downstream corporate limit upstream to a point <br />approximately 1500 feet downstream of the Colorado highway 96 <br />bridge, the reach of Fountain Creek from its confluence with <br />the Arkansas River upstream to a point approximately 3400 feet <br />upstream of the Colorado Highway 47 bridge, Wildhorse-Dry <br />Creek, University Park Tributary, and the Lake Minnequa Area; <br />and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate <br />and approve as storm or floodwater runoff channels or basins <br />the reach of the Arkansas River upstream of a point <br />approximately 1500 feet downstream of the Colorado Highway 96 <br />bridge delineated by Zone A in the Flood Insurance Study <br />contingent upon the understanding that the City of Pueblo will <br />regulate the storm and floodwater runoff channels (Zone A) on a <br />case-by-case basis, subject to a detailed hydrologic and <br />hydraulic analysis by a professional engineer; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby rescind <br />those said portions of Resolution No.3. dated May 7. 1969, and <br />Resolution No.5. dated January 14. 1970; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is <br />directed to send a certified copy of this resolution to the <br />City of Pueblo. the Board of County Commissioners of Pueblo <br />County. the Albuquerque District of the U.S. Army Corps of <br />Engineers, and the Federal Emergency Management Agency. <br /> <br />-3- <br />
