On 5 May 1973, due to pre'Hctions of potential flood <br />conditions in the Platte River bastn in Nebraska, Wyoming, and <br />Colorado, the Omaha District Enginl!er issued a Class "c" Flood <br />E1nergency declaration. On the foll.owing day, a disaster opl!ra- <br />tions cent~r ~s established withi~ the Corps' Rocky Mountatn <br />Area. Thl! center ~s located at t~e Chatfield Resident Offtce <br />and ~s staffed blf eight persons ~om that office and one pl!rson <br />from Cheny Creek Dam. In additio~, one person was a.ssigned <br />to flood llurveillance duty along the North Platte RiV'er in <br />Wyoming. <br /> <br />b. On 8 May, the center was 'augmented by four persons <br />from the Bocky Mountain Area officI!, three from the Denver <br />Resident office, and One from the Qmaha District Office to <br />undertake a "windshield" survey at the request of the District. <br />The surve),r ~s cempleted on 10 May 1973, but field personnel <br />continued their surveillance of thl! South Platte River basin <br />.mere the most serious flooding was concentrated. During that <br />time, Corps field personnel provided advice and technical <br />assistance to county and local officials concerning emergency <br />protective measures. In addition, the Chatfield Resident <br />office furnished approximately 60,000 sandbags to the Colorado <br />Civil Defense for distribution to communities. <br /> <br />c. On 23 May 1973, a 16-county area in Colorado was <br />declared a disaster area. At the direction of the Office of <br />Emergency Preparedness, five teams of Corps pel:'sonnel conducted <br />damage surveys during the period 29 Hay to 13 June and provided <br />estimates for post-flood recovery and cleanup operations. The <br />Chatfield Resident office also continued to provide logistical, <br />personnel, and technical support to the Omaha District's <br />Operations Division until 18 June 19'73, on Which date the Class <br />"c" flood emergency was terminated. The Corps of Engineers did <br />not participate directly in flood~fighting work during this <br />flood event, nor did it employ thl! use of contractor forces. <br /> <br />26. ACTION BY OTHERS <br /> <br />a. State, county, and local governments. All floOd- <br />fighting measures were carried out blf State, county" and local <br />forces.
