d. Runoff forecast. Table 21 gives forecasts of April-
September runoff _de by the Nati<:>nal Weather Service at three
selected locations in the South Platte River basin. These
forecasts are based primarily on lllountain snow measurements.
Similar forecasts were made by the Soil Conservation Service
and the Corps of Engineers.

Table 21
SOUTH PLATTE RIVER BASIN
FORECASTS OF APRIL-SEPTEMBER 1973 RUNOFF, VOWME
(in percent Of average)

Forecast South Platte River Bear Creek Clear Creek
Date at South Platte at Morrison at Golden
1 Feb 120 135 112
1 Mar 106 122 106
1 Apr 98 126 97
1 May 135 170 12'7
Average Volume,
Acre-Feet 155,000 23,000 120,000

e. Reservoir reKUlation. Plate 27 illustrates the April
through July 1973 Cherry Creek Reservoir operation. Table 22
summarizes the reservoir regulation orders issued for that
project. These orders were iSSU<ld by the Reservoir Regulation
Section, Hydrologic Engineering Eranch, Engineering Division,
Omaha District, Corps of EngineeI's. These were the only regu-
lation orders issued for that pr<:lject during 1973. Runoff in
March and April caused the pool 1:.0 rise into the flood zone on
19 April. Releases were initiat<ld on 30 April to evacuate the
accumulated floOd-<:ontrol storag<l volume of 1,320 a,cre-feet.
With the pool level still in the flood zone, releases were
discontinued on 6 May, because h<lavy runoff from ra.in occurred
in the area and caused flood discharges on the South Platte
River. As a result of this runOff and of subsequent lesser
rainstorm runoff, the Cherry Creek pool rose to a record level
of elevation 5565.8 feet m.s.l. <:>n 4 June. Twenty..,one percent
of the flood pool, or 17,200 acre-feet of '79,960 acre-feet,
was occupied.

f. Cherry Creek Reservoir t<eleases were again initiated
on 4 June, gradually reaching a !leak of 375 cubic feet per
second on 8 June. Releases were temporarily reduced during
14 June to 18 June when additioIllil rain and storm runoff
occurred on the South Platte RiVer. Cherry Creek Reservoir

44
