construction in the downtown area,

Plan 4 - This plan is based on a :,,500 faat.-long open channel diver-
sion upstream of Niagra Street. A 6' x 56' trapezoidal channel would
divert 1,000 cfs from Montrose Arroyo to Dry Cedar' Creek just above
its confluence with the Uncompahgre River. This would drastica1'ly re-
duce the flood flows comi ng into the ci ty from ups tream, but because

of local drainage flows, seven road crossings would also have to be
replaced. The location of the proposed structures follow:
South 9th Street 6' x 81 Bcx Culvert
South 7th Street 6' x 18 ' Box Culvert
South 6th Street 5.5' x 12' Box Culvert
Sou th 5th Street S' x 8' Box Culvert
South 4th Street 7' x 10' Box Culvert
So uth 1st Street 9' x 9' Box Culvert
No rth 7th Street ;3' x 8' Box Culvert

A bridge would also be requil'ed where the diversion channel crosses
Odell Street. This plan has a slightly lower cost, but severe dis-
advantages. A considerable amount of construction would be required,
some of it near downtown; but the greatest drawback is that there
would be no capacity to accept any increase i'1 local flows.

In June 1973, the Soil Conservation Service proposed a flood control
dam for the City of Montrose (Reference 9). This dam pl^ovides little
protection for Montrose because it is located so far upstream. It is

- 27 .-
