engineering, We are large enough to provide quick effective reviews and yet small enough that our
staff is directly focused on floodplain management.

We are highly respected by the Colorado Water Conservation Board; FEMA; Corps of Engineers, and
the Denver area Urban Drainage and Flood Control District. Our proposal includes contacts with
these agencies to confirm our capabilities, Two of our staff, Mike Vinson, PE, and Terri Fead, PE
gained extensive experience in completing floodplain studies while working indirectly for FEMA,
Mike and Terri previously worked for Michael Baker, Jr. in Washington DC on that firm's FEMA
"Technical Evaluation Contractor" (TEC) contract. FEMA forwards all Region VIII FlS LOMR and
CLOMR submittals on to Michael Baker for review and processing, While working on the Michael
Baker contract, Mike and Terri helped establish the technical requirements for completing map
revisions, They not only managed Region VIII reviews, but also trained other Michael Baker staff in
FEMA requirements and how to conduct the reviews, ICON offers a staff that has "inside"
knowledge of what it takes to get FEMA acceptance of map revisions, and we have personal contacts
with FEMA's reviewing consultant.

While doing business as the Colorado branch office of Greenhorne & O'Mara, (from 1981 to 1997)
our personnel assisted the headquarters Washington DC office by conducting numerous FEMA
mapping reviews, Like Michael Baker Jr" G&O served as a FEMA Technical Evaluation Contractor
(TEC), wherein we reviewed and processed riverine and coastal Flood Insurance Studies, Part 67
Appeals, special conversions, request for Part 65 Revisions and Part 70 amendments to NFlP maps,
The Colorado office assisted in conducting reviews on approximately 75 significant studies,
Personnel from our office that received special training for completing this work include three current
ICON employees: Doug Williams, PE; Matt Urselta, PE; and Kent Barringer, PE,

ICON is freqnently called upon to complete floodplain analysis submittals on behalf of our clients
throughout Colorado, Clients for whom we have completed this type of work include the CWCB;
UD&FCD; and most Colorado front range communities, Our western slope clientele includes the
towns of Eagle, Grand Junction and Vail. Additionally, our staff have performed FEMA FIS studies
for many communities in several nearby states,

We truly feel that no other firm can offer our expertise, Our current staff has completed nearly 200
projects for the UD&FCD that attests to our expertise in working on Floodplain Analysis projects,
Our familiarity with the State and FEMA requirements will make your job much easier. We are very
proud of our working relationship with the UD&FCD, FEMA and the CWCB, We look forward to
being a part of Colorado's success,

Sincerely,
~N Eng~n~erjP~ Inc;!
~VM" ..Atdd</tttA-~
Penn Gildersleeve, P,E,
Principal

i : \proposal\2000mi sc\grand junction. doc
