lead to exposure of the pier piling or caissons, Evaluating the scour potential can lead to
recommendations for preventing additional erosion protection for existing structures, For new
bridges, it is important to determine scour depth for design of the foundation system,
Methods used for determining scour include the Federal Highway Administration's Hydraulic
Engineering Circular No, 18 (Evaluating Scour at Bridges) and No, 20 ( Stream Stability at
Highway Structures), These methods are cunently the state-of-the-art for scour analysis at
bridges,

As an example of our bridge scour analysis capabilities, we are recently worked for CDOT on
an analysis of the Saint Vrain Creek as it crosses under 1-25 near Longmont High
floodwaters created unstable banks that allow the creek to approach the bridge at a sharp
angle, Resulting turbulence created scour holes that in places have removed as much as ten
feet of depth of the original channel bottom, This has exposed the pier caps, and in the case of
the frontage road bridge, actually lead to the failure of one entire pier of the multi-span bridge,
Our hydraulic analysis resulted in design measures that will return the creek to the original
configuration and provide protection of the existing bridges, As a part of this study, we are
working with CDOT to size three new bridges to eventually replace the existing north bound,
south bound bridges and the frontage road bridge along the 1-25 conidoL

Several examples of our floodplain analysis projects are presented throughout this submittal.
As can be seen, ICON Engineering has a great deal of experience in completing submittals to
FEMA. Through our experience gained on these projects, we have noted several key issues
that need to be properly addressed in a timely manner in order to facilitate the completion of
map revisions, Our approach is geared towards addressing these issues,

We feel we are particularly well qualified to complete Floodplain Analysis. Our experience
on drainage projects has ranged from a few hours of consulting, to multi-year contracts, Our
FEMA Map Revisions experience is without doubt the most extensive in the western United
States, We are recognized leaders in the design of channel stabilization projects and have
extensive experience in the preparation of hydraulic and hydrologic analyses conforming to
local Drainage Criteria, A partial list of current and recently completed projects follows:

E. Sub-Consultants:

All work completed under this contract will be completed by ICON Engineering using full
time personnel. No subconsultants are proposed,

F. Location:

All work for this project will be completed by our Colorado based firm using long term
Colorado residents, All fees generated from this project will stay in Colorado, The team will
complete assignments in the field, and will utilize ICON Engineering, Inc,'s Denver area
office as the primary work location,

6
