<br />o Description of the means by which potential emergencies will be <br />identified including data and information collection system. monitoring <br />arrangements. surveillance. inspection procedures and other provisions for <br />early detection of conditions indicating an existing or potential emergency; <br /> <br />o Procedures, aids, instructions. and other provisions for <br />interpreting information and data to assess the severity and magnitude of any <br />existing or potential emergency; and <br /> <br />o Designation of the person responsible for evaluating the <br />emergency. Normally, this would be the owner or employee of the owner. <br />However. if the owner does not have the proper technical expertise available. <br />this responsibility may need to be assigned to another individual. Ensure <br />that continuous coverage is provided by designating appropriate alternates. <br /> <br />At unattended dams, special consideration should be given to the need for <br />surveillance. Since any emergency action plan has little value unless it can <br />be implemented in a timely manner, the surveillance should be evaluated to <br />ensure that the greatest practicable time will be available for necessary <br />notification of responsible officials and warning the public. An <br />audible/visual alarm could enhance the reliability of any warning system that <br />is based on instrumentation since it would quickly bring to attention the <br />existence of a potential problem. The operation of any such electronic <br />surveillance system in adverse conditions should be evaluated in advance. <br />Because false alarms could occur. consideration should be given to the time <br />required to travel to the dam to conduct an inspection of the dam to verify <br />the emergency once the alarm is received. The advisability of inspecting the <br />dam prior to evacuation will depend on the condition causing the alarm and the <br />time required to evaluate the condition. If the time required for a visual <br />check is unacceptably long, then backup instrumentation or other measures <br />should be considered. <br /> <br />2. Notification. For an emergency action plan to be effective, all <br />persons having a role in correcting potentially dangerous conditions at the <br />dam or evacuating persons endangered by the dam failure must be aware of their <br />role and notified in an emergency. Communication links, both primary and <br />backup, should be established which will operate reliably in the extreme flood <br />and earthquake conditions which could cause dam failure. All critical <br />positions in the notification network should be covered 24 hours a day, 7 days <br />a week. Chapter II which outlines the elements to an effective flood warning <br />plan identifies persons and agencies to be notified in sections II C, <br />Preventive Action, and D, Notification and Coordination. Order of <br />notification must be prioritized. <br /> <br />3. Coordination. Coordination with State and local officials responsible <br />for warning and evacuation of the public is essential to ensure that there is <br />agreement on their individual and group responsibilities. Participation in <br />the preparation of the plan will enhance their confidence in the plan and in <br />the accuracy of its components. Coordination will provide opportunities for <br />discussion and determination of the order in which public officials would be <br />notified, backup personnel, alternate means of communication, and special <br /> <br />7 <br />
