WHEREAS, a floodplain information report entitled "Flood
Plain Information, Purgatoire River & Tributaries, Vicinity of
"~'1r' Trinidad, Colorado, II dated April, 1974, has been previously prepared
by the United states Army Corps of Engineers, Albuquerque District,
which report was approved by the Colorado Water Conservation Board
through Resolution Number 43, adopted on February 26, 1975; and

WHEREAS, a floodplain information report entitled "Flood
.Insurance study, Las Animas County, Colorado," which includes the
Purgatoire River and Tributaries, with an effective date of September,
1977, has been prepared by Gingery Associates, Inc., under contract
with the Federal Insurance Administration: and

WHEREAS, said report describes and outlines the flOOdplain
data and information. for the storm and floodwater runoff channels or
basins of the study area: and

WHEREAS, the Board of county Commissioners of Las Animas
County has requested the ColoradO Water Conservation Board to desig-
nate and approve the floodplain areas as set forth in the FlOOd
Insurance Study: and

WHEREAS, Section 37-60-106(1), COlorado Revised Statutes.
H1973, requires .the Colorado Water conservation Board to assist in
the prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-201 and 30-28~111, ColoradO Revised
Statutes 1973, provide that such legislative bodies of local juris-
dictions may provide zoning regulations for land uses on or along any
storm or floodwater runoff channel or basin only after designation

WHEREAS, Section 37-60-106(1) (c), ColoradO Revised Statutes
1973, directs the Colorado Water Conservation Board. to designate and
approve storm or floodwater runoff channels or basins and to make such
designations available to legislative bodies of local jurisdictions;
and
