Coordinated Develo]:!llent
This project is a good example of cooperation betw en two
Federal agencies in planning optimum resource developnent. It
emphasizes the need for multiple-purpose facilities and particularly
for the inclusion of conservation storage in What might otherwise
be a single-purpose flood control structure. The coordinated
developnent also will return a substantial sum of money to the
Federal Treasury because of the requirement for compliance with
Reclamation law on reimbursability. This is in contrast to the
Corps' John Martin Reservoir on the Arkansas River were irrigation
storage capacity--although provided Without cost to the irrigation
beneficiaries--is of limited benefit due to lack of coordinated
operation for optimum irrigation utilization.

22
