C.ltle_ P_E <br />Oitedor. ewes <br /> <br />The Honorable Bill Tedesko, Mayor <br />300 W, Main Street <br />Florence, CO 81226 <br /> <br />Dear Mayor Tedesko: <br /> <br />On Wednesday, June 23, 1993 I took part in a meeting regarding the ongoing study <br />of the Oak Creek floodplain in and around the City of Florence and the development <br />activity that has been taking place in that area, The purpose of this letter is to summarize <br />from the perspective of the Colorado Water Conservation Board what took place at the <br />meeting and to draw any conclusions regarding appropriate City actions, <br /> <br />Meeting Agenda <br /> <br />Dr. John Liou of FEMA's Region VIII office in Denver conducted the meeting. He <br />discussed the two Flood Insurance Studies (FIS') that currently cover the subject property, <br />one for the City of Florence and one for unincorporated Fremont County, As you may <br />know, FEMA retained Love and Associates of Boulder to perform a new floodplain study <br />for Oak Creek, After agreement had been reached last year on the hydrology (the analysis <br />of the flow to be used) prepared by the Albuquerque District of the V,S, Army Corps of <br />Engineers, Love and Associates began the job of defining flood elevations and floodplain <br />boundaries. <br /> <br /> <br />One important part of that analysis was to delineate a floodway within the floodplain. <br />The floodway is the most hazardous portion of the floodplain, It needs to be protected so <br />that floodwaters would have a corridor through which to pass even if the remainder of the <br />floodplain were fully developed, Development requirements are far more stringent in the <br />floodway than in the remaining part of the floodplain (which is known as the flood fringe), <br />so the delineation of the floodway is important to the community and to the affected <br />property owners, Because flood flows on Oak Creek would split and go in several directions <br />in Florence, the job of defining a floodwaywas difficult. That floodway delineation was the <br />major work item accomJlished by Love and Associates since the last informational meeting <br />was held in Florence. <br />
