The hydraulic analysis for Mitchell Creek downstream of Interstate
Highway 70 was performed by Claycomb Engineering Associates, Inc.,
Glenwood Springs, Colorado. This work was completed in December
1984.

1.3 Coordination

on August 3, 1977, a meeting was held with representatives of FEMA;
the Colorado Water Conservation Board; the City of Glenwood Springs;
and Gingery Associates, Inc., the study contractor, to aid in base
map selection and identification of streams requiring detailed
study. The Colorado Geological Survey was also contacted for
information pertinent to this Flood Insurance Study.

Flood elevations, flood boundaries, and floodway delineations were
reviewed by community officials and by officials of the Colorado
water Conservation Board during this study.

A final community coordination meeting was held on July 20, 1978,
and attended by representatives of FEMA, the study contractor, and
the city. All corrections resulting from the meeting have been
incorporated into the study.

A request was made in October 1983 by the community to update the
1979 Glenwood Springs Flood Insurance Study in annexed areas. The
community supplied 1980 topographic mapping, which has been used
to update flood boundaries along portions of the Colorado and Roaring
Fork Rivers.

Detailed analyses completed for Garfield County in December 1983
were used to revise the Roaring Fork River upstream of the abandoned
Cardiff Bridge, and to add flooding along Threemile Creek and Mitchell
Creek within annexed areas. At this time, FEMA decided to include
flooding information through the unincorporated areas adjacent to
Glenwood Springs on the Flood Insurance Rate Map and Flood Boundary
and Floodway Map.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
City of Glenwood Springs, Garfield County, Colorado. The area of
study is shown on the Vicinity Map (Figure 1).

Flooding caused by the overflow of the Colorado River, Roaring
Fork River, Threemile Creek, and Mitchell Creek was studied in
detail. Nine areas were studied by approximate methods; eight are
unnamed streams; the ninth is Cemetery Gulch. The flow patterns

2
