<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study report has been prepared to revise and <br />update a previous Flood Insurance Study for the City of Glenwood <br />Springs, Garfield County, Colorado. This information will be used <br />by Glenwood Springs to update existing flood plain regulations as <br />part of the regular program of flood insurance by the Federal <br />Emergency Management Agency (FEMA). The information will also be <br />used by local and regional planners to further promote sound land <br />use and flood plain development. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other juris- <br />dictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic analyses of the Roaring Fork and Colorado Rivers <br />were performed by the U.S. Army Corps of Engineers, Sacramento <br />District, for the 1977 Garfield County, Colorado, Flood Insurance <br />Study (Reference 1) and provided to Gingery Associates, Inc., for <br />use in preparing the hydraulic calculations for these streams. <br />The hydraulic calculations on the Roaring Fork River and the <br />Colorado River downstream of the confluence with the Roaring Fork <br />River were provided by the Colorado Water Conservation Board <br />(Reference 2). The hydraulic calculations on the Colorado River <br />upstream of the confluence of the Roaring Fork River were performed <br />by Gingery Associates, Inc., under Contract No. H-4017. This work, <br />which was completed in January 1978, covered all significant flooding <br />sources affecting the City of Glenwood Springs. <br /> <br />Hydrologic and hydraulic analyses for Threemile Creek and revised <br />analyses for the Roaring Fork River upstream of the abandoned Cardiff <br />Bridge were performed by Simons, Li and Associates, Inc., for FEMA <br />under Contract No. EMW-C-0942. These analyses were completed in <br />December 1983. <br />
