<br />. <br /> <br />monuments on the dam and may require monitoring at any frequency <br />deemed necessary based upon review of inspection data and information <br />from other reliable sources. <br /> <br />15.C.(3) The dam owner is responsible for ensuring that all <br />instrumentation data is properly recorded in an acceptable format and <br />sent to the State Engineer annually. The State Engineer may require <br />that instrumentation data for Class I and Class II dams be evaluated <br />by the owner's engineer and the analysis sent to the State Engineer <br />annually, unless more frequent reporting is required by the State <br />Engineer. <br /> <br />15,C.(4) The dam owner shall promptly notify the State <br />Engineer of any abnormal changes in instrumentation data, as compared <br />to historical data and trends. <br /> <br />15.0. The owner is responsible for adequate and timely main- <br />tenance of the dam. The owner shall establish an annual maintenance <br />plan to ensure that the maintenance, as identified in Rule 9.A., is <br />accomplished. <br /> <br />I5.E. The owner shall ensure that trash racks are installed on <br />all outlet structures unless waived in writing by the State Engineer. <br /> <br />I5.F. Any change in ownership of a dam shall be immediately <br />filed with the Office of the State Engineer. <br /> <br />Rule 16. Emeraencv Preoaredness Plans (EPP1: <br /> <br />16.A. Owners of Class I and Class II dams shall prepare, <br />maintain, and exercise Emergency Preparedness Plans (EPP) for <br />immediate defensive action to prevent failure of the dam. An EPP <br />shall contain as a minimum the following: <br /> <br />16.A,(I) The identification of equipment, manpower, and <br />material available for implementation of the plan; <br /> <br />I6.A.(2) A notification procedure for informing the local <br />emergency agencles (e.g., emergency coordinator or county sheriff), <br />and the State Engineer of the problem; <br /> <br />I6,A.(3) A dam failure inundation map for Class I dams; <br /> <br />- 45 - <br />
