<br />Rule 9. Construction Qualitv Control (Jurisdictional Dams): <br /> <br />9.A. For Large, Intermediate, and Small, dams rated Class I, the <br />owner shall provide an engineer experienced in dam design and con- <br />struction, who shall be responsible for the following: <br /> <br />9.A.(I) Not less than 30 days prior to construction, the <br />engineer must submit to the State Engineer a general plan for con- <br />struction observation. The construction observation plan shall <br />include: <br /> <br />9.A.(1)(a) The date of the start of construction; <br /> <br />9.A.(1)(b) Names and qualifications of the engineer and <br />staff to be used on the project; <br /> <br />9.A.(1)(c) A construction observation schedule for the <br />engineer and its staff; <br /> <br />observations <br />geologist; <br /> <br />9.A.(1)(d) For dams on rock foundations, a schedule for <br />of the foundation by a geologist, or engineering <br /> <br />9.A.(1)(e) A schedule for inspection of the gate <br />installation by the gate manufacturer or its representative unless <br />waived by the State Engineer; <br /> <br />9.A.(1)(f) Identification of the firm that will conduct <br />the construction material tests in the field; and <br /> <br />9.A.(1)(g) A schedule of the construction material <br /> <br />tests. <br /> <br />9.A.(2) Within ten working days of receipt, the State <br />Engineer shall provide his written comments and approval, or con- <br />ditions for approval of the construction observation plan. Con- <br />struction shall not commence without said approval. <br /> <br />9.A.(3) Subsequent to submitting the construction <br />observation plan, but no later than one week prior to commencement of <br />construction, a meeting shall be held between the engineer, State <br />Engineer and the contractor. The contractor shall develop and <br />thoroughly explain their construction control plan along with any <br />anticipated construction difficulties, During this meeting, the means <br />used to divert and care for the stream during construction will be <br />identified by the contractor; and if reasonable, the plan will be <br />approved by the State Engineer. The name of the contractors and any <br />principals in charge shall be furnished to the State Engineer at the <br />meeting. <br /> <br />- 31 - <br />
