<br />1-2 <br /> <br />tional costly mistakes are made. It is a well--establ ishee fact that throu'lh <br />early-action-projects corrective costs can be substantially reduced. As <br />a result, the benefits to society and the various governmental elltities <br />are increased. It has been concluded that by performin'l the Lena Gulch <br />master plannin'l now rather than, say, 1984, the publ ic is saved some <br />$1,000,000 (in 1973 dollars) in costs by avoidin'l imprudent development <br />of some of the remaining open lands and further abuses of the Lena Gulch <br />channel and construction of improper-ly sized culver-ts and bridges. At <br />the same time, the publ ic will be able to enjoy recreation and other aux- <br />iliary benefits which would not accr"ue. While Lena Gulch is a semi-urban- <br />ized basin and the gulch channel has "een "pushed and shoved" from one <br />location to another, it still has a thread of continuity from its headwaters <br />to Clear Creek. This existing thread provides the basis for planning. <br /> <br />Federal and State Laws. The Flood Cisaster Protection Act of 1973 (PL <br />93-234), The Water Resources Development Act of 1974 (PL 93-251) and HB <br />1041 of the State of Colorado, under which the Colorado Water Conservation <br />Board promulgated a Colorado Model Flood Plain Regulation, provide signi- <br />ficant new constraints to flood plain development and opportunities for <br />flood plain management. Full irrlplementation of these laws and ,""lated <br />regulations will tend, over the years, to improve the cost-effectiveness <br />of those alternatives which are based on non-structural solutions, or <br />that for the improved floodplain. <br /> <br />RECOMMENDED SOLUTION <br /> <br />The optimized and recommended plan fOI" Lena Gulch flood mana'lement is <br />based upon minimizing the hazard to I ife and property alon'l the full reach <br />of the gulch in harmony with providing reasonable and useful amenities <br />consistent with accepted urban planning principles. <br /> <br />The recommended plan represents a flood plain zonin'l appl"oach with grass- <br />1 ined channels in areas of major urbanization and encroachment upon the <br />stream. In a few reaches concrete-wal led channels would be used. <br /> <br />A flood plain regulatory approach is essentially used from the foothi 115 <br />to Maple Grove Reservoir. This approach will include the replacement of <br />the major road crossings and installation of minor erosion control struct- <br />ures. Sedimentation ponds will be built upstream of the trailer courts <br />in Golden and below the trailer courts in -Jefferson County adjacent to <br />Ver~on Road. Two short reaches of grass--l ined channel wi 11 be instal led <br />in Jefferson County adjacent to the trailer courts and the populated area <br />of PI~asant View. A potential side channel storage pond is designated <br />Immediately upstream of 1-70 to mitigate flood peaks farther downstream. <br />A concrete-lined channel will be used between the Aqricultural Ditch and <br />Alkire Street to alleviate the wide flood plain whi~h has occurred because <br />of the encroachment of homes. <br /> <br />From the spillway of Maple Gmve Reser-voir to its confluence with Clear <br />Creek, the solution is a combination of designating the flood plCJin and <br />grass-l ined channel.
