<br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />,I <br />I <br />I' <br />I <br />I <br />I <br />I <br />I <br />II <br />I, <br />I. <br />I <br /> <br />CHAPTER I <br />INTRODUCTION <br /> <br />Authorization <br /> <br />The Niver Creek drainage study was authorized under the terms of a con- <br /> <br />tract dated 18 September 1972, between Engineering Consultants, Inc., Denver, <br /> <br />Colorado, and the Urban Drainage District, the City of Federal Heights, the City <br /> <br />of Thornton and Adams County, all of Colorado. <br /> <br />Study Area <br /> <br />Niver Creek is located within the boundaries of Federal Heights, Thorn- <br />ton and Adams County. It extends from Federal Boulevard, at its western extremity, <br />to the South Platte River. Basically, the land adjacent to the creek is undeveloped <br />in Federal Heights but it is urbanized in Thornton and Adams County. A map of the <br />project area showing municipal boundaries is presented on Plate 1-1. <br /> <br />Project History <br /> <br />The Niver Creek Drainage Study is divided into two stages, Phose A and <br />Phase B. Phose A consisted of developing the hydrology of the creek basin, in- <br />vestigating the effects of various frequency floods on the drai nageway and its adj 0- <br />cent lands, and the development of alternative plans for improvements to reduce <br />flood damage. Notice to proceed with Phase A was given in a letter from the Dis- <br />trict dated November 6, 1972. The Phase A report, "Water and Drainage at Niver <br />Creek" was published in June 1973. The report recommended the adoption of <br />Alternative C for further study under Phase B. Alternative C consists of construct- <br />ing two detention ponds, one on Tributary L where it crosses Interstate 25 and the <br />other on Niver Creek where it crosses East 88th Avenue. The scheme also called <br />for upstream and downstream channel improvements. The Phase A report was for- <br />mally accepted at a meeting held in the District's offices on August 14, 1973. <br /> <br />1-1 <br />
