<br />tIt <br /> <br />Cooperating Technical Communities Program - Denver Metropolitan Area a <br />First <br />By <br />Bill DeGroot, Urban Drainage & Flood Control District <br />1999 CASFM Conference, September 22-24,1999 <br /> <br />ABSTRACT <br /> <br />The District executed a Cooperating Technical Communities (CTC) agreement <br />with the Federal Emergency Management Agency (FEMA) at the 1999 FEMA <br />National Flood Conference held in Denver in May. The agreement was signed at <br />the end of the opening general session by Mike Armstrong, Associate Director for <br />Mitigation for FEMA, and Cathy Reynolds, Chairman of District's Board of <br />Directors. <br /> <br />e <br /> <br />FEMA is responsible for the National Flood Insurance Program, a critical <br />component of which is the identification and mapping of floodplains. FEMA has <br />developed a map modernization program to improve the accuracy, maintenance <br />and distribution of their flood hazard maps. One element of the map <br />modernization program is the delegation of certain flood hazard identification <br />functions to local communities that have demonstrated sufficient technical <br />capabilities. This program is called the Cooperating Technical Communities <br />Program. <br /> <br />The CTC agreement addresses five main areas, General, Hydrology and <br />Hydraulics, Digital Mapping, Cost Sharing and Appeals of Studies.
