Matulik <br />State Hazard Mitigation Officer - DR-1276-CO <br />Colorado Water Conservation Board <br /> <br />e <br /> <br />The Hazard Mitigation Grant Program (HMGP) was established as part of the <br />1988 Robert T. Stafford Act. The program provides cost share funds to state and <br />local governments for mitigation activities which will reduce or eliminate future <br />flood damages in communities, nationwide. Fifteen percent (15%) of eligible <br />federal disaster costs (in a given presidential declaration) are made available to <br />implement mitigation activities. In recent years, the Federal Emergency <br />Management Agency (FEMA), which administers the HMGP, has been <br />encouraging communities and states to undertake non-structural flood mitigation <br />activities through the program. In addition, FEMA has developed and is currently <br />implementing a computerized program, called the National Emergency <br />Management Information System (NEMIS), into which all disaster declaration <br />activities are entered. Use of the program will facilitate, among other things, 1) <br />quicker submittal of HMGP applications, and 2) approval of financial requests <br />and expenditures. This presentation will discuss the new directions in non- <br />structural flood mitigation and the use and impacts of NEMIS. <br /> <br />e <br />
