Matulik
State Hazard Mitigation Officer - DR-1276-CO
Colorado Water Conservation Board

e

The Hazard Mitigation Grant Program (HMGP) was established as part of the
1988 Robert T. Stafford Act. The program provides cost share funds to state and
local governments for mitigation activities which will reduce or eliminate future
flood damages in communities, nationwide. Fifteen percent (15%) of eligible
federal disaster costs (in a given presidential declaration) are made available to
implement mitigation activities. In recent years, the Federal Emergency
Management Agency (FEMA), which administers the HMGP, has been
encouraging communities and states to undertake non-structural flood mitigation
activities through the program. In addition, FEMA has developed and is currently
implementing a computerized program, called the National Emergency
Management Information System (NEMIS), into which all disaster declaration
activities are entered. Use of the program will facilitate, among other things, 1)
quicker submittal of HMGP applications, and 2) approval of financial requests
and expenditures. This presentation will discuss the new directions in non-
structural flood mitigation and the use and impacts of NEMIS.

e
