Coordinate emergency utHlzation of reserve <br />manpower resources within the state; coor- <br />dinate wRh the Department of Personnel. <br /> <br />2, Provide technical expertise, when re- <br />quested, to assist in occupational safety In- <br />spection of disaster damaged lacllRles, <br />including Inspection of boilers, electrical <br />systems, and 011 and natural gas transporta- <br />tion and storage lacllllles, <br /> <br />I SPECIAl- RESPONSIBILITIES I <br /> <br />1. State Emergency Management Systems <br />Provide disaster unemployment and re- <br />employment assistance, Provide repre- <br />sentation at disaster assistance centers, <br /> <br />2. State Contingency Response Procedures <br />Provide for the tasks and responslbllllles as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan, <br /> <br />3, National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responslbllllles listed below: <br /> <br />a. Analyze disaster or potential disaster <br />condRlons, statewide needs, national <br />requirements, Recommend to the <br />Governor those normal and special dis- <br />aster functions (In addlllon to respon- <br />slbURles listed In this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period, Be <br />prepared to make this recommendation <br />through DODES wRhln 24 hours after <br />receMng notlflcatlon; be prepared to <br />adjust work assignments within the <br />department as soon as appropriate. <br /> <br />b, Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />sib"Ries listed below and any others <br />determined by the Governor (In a, <br />above) to be necessary: <br />(1) Move selected elements (Including <br />critical documents) of the depart- <br />ment to a different location offering <br />greater protection; location will be <br />determined by the Governor In con- <br />sultation wllh the executive director <br />of the department, <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor. <br /> <br />4. Emergency Resource Management Systems <br />Agency responsibllRles to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept <br />1966) and available national program <br />guidance. <br /> <br />e <br /> <br />e <br /> <br />I COORDINATION RESPONSIBILmES I <br /> <br />L SubmR periodic assessments to DODES <br />(SEOC, when activated) concerning dis- <br />aster related loss to private business, and <br />related unemployment, <br /> <br />2, Validate and aggregate damage assess- <br />ments to business, and report resuRs to <br />DODES (SEOC, when activated), <br /> <br />3, Provide a departmental representative to <br />disaster assistance centers and other state <br />lacllltles that may be designated, <br /> <br />4.
