, NORMAL RESPONSIBILITIES I

1. Coordinate emergency utHlzation of reserve
manpower resources within the state; coor-
dinate wRh the Department of Personnel.

2, Provide technical expertise, when re-
quested, to assist in occupational safety In-
spection of disaster damaged lacllRles,
including Inspection of boilers, electrical
systems, and 011 and natural gas transporta-
tion and storage lacllllles,

I SPECIAl- RESPONSIBILITIES I

1. State Emergency Management Systems
Provide disaster unemployment and re-
employment assistance, Provide repre-
sentation at disaster assistance centers,

2. State Contingency Response Procedures
Provide for the tasks and responslbllllles as-
signed to the Department In Part III, "State
Contingency Response Procedures," as
prescribed under each separate contingen-
cy plan,

3, National Emergency Response Procedures
Be prepared to conduct operations on
order of the Governor, to accomplish the
responslbllllles listed below:

a. Analyze disaster or potential disaster
condRlons, statewide needs, national
requirements, Recommend to the
Governor those normal and special dis-
aster functions (In addlllon to respon-
slbURles listed In this plan) that should
be reduced, strengthened or maintained
during the emergency period, Be
prepared to make this recommendation
through DODES wRhln 24 hours after
receMng notlflcatlon; be prepared to
adjust work assignments within the
department as soon as appropriate.

b, Be prepared on order of the Governor,
to commence and rapidly develop ac-
tive planning to carry out the respon-
sib"Ries listed below and any others
determined by the Governor (In a,
above) to be necessary:
(1) Move selected elements (Including
critical documents) of the depart-
ment to a different location offering
greater protection; location will be
determined by the Governor In con-
sultation wllh the executive director
of the department,

(2) Provide liaison at the SEOC or other
locations selected by the Governor.

4. Emergency Resource Management Systems
Agency responsibllRles to be developed on
the basis of the existing Colorado Emergen-
cy Resource Management Plan (Sept
1966) and available national program
guidance.
