COLORADO OISASTER EMERGENCY OPERATIONS PLAU

WHEREAS, the State of Colorado may be subjected to a variety of disasters
or emergencies;

WHEREAS, it is the statutory responsibi li ti of each county to maintain a
disaster emergency plan and response agency, and for each
political subdivision within each c/lunty to, be within the
juriSdiction of such an agency, 24-33.5-700 C.R.S.;

WHEREAS. the State of Colorado should be prepared to respond to emergencies
and disasters;

WHEREAS, the effects of such enlergencies and disasters IIIilY be mitigated by
effective planning and operations;

WHEREAS. it is the statutory responsibility of the Division of Disaster
, Emergency Services, Departl:lent of Public Safety, to maintain a
state disaster emergency plan, 24-33.5-705(21 C.R.S.;

'WHEREAS. this plan requires a continuous planning process;

WHEREAS. such planning and operations should be a coordinated effort among
all state departl:lents and agencies; and

WHEREAS. the coordinated effort my include functions that cut across
normal departmental or agencY lines;

NOW THEREFORE, under and pursuant to the authority vested in Ole by the
constitution and laws of the State of Colorado, I. Roy Romer, Governor of
the State of Colorado, 00 HERE~Y ORDER that:

1. The State of Colorado Emergency Operations Plan shall specify the
response tasks of state government and foster interagency cooperation
in the protection of life and property;

2. Each department or agency assigned tasks within this plan will develop.
maintain and test an internal plan and standard operational procedures
(SOPs) with provisions for. carrying out these emergency functions;

3. Departr.lental or agency internal plans shall be updated and submitted to
the DiYi si on of Di saster Emergency Services for revi ew annua lly. ,pri Or
to the end of the ca 1 endar year;
