<br />ments are assigned the following respon-
<br />sibilities by the Colorado Disaster Act of 1973:
<br />
<br />A. Each county shall maintain a disaster agen-
<br />cy or participate In a local or Inter-jurisdic-
<br />tional disaster agency,
<br />
<br />B. Each political subdivision within this state
<br />shall be within the jurisdiction of a local or
<br />inter-Jurisdictional agency responsible for
<br />disaster preparedness and coordination of
<br />response,
<br />
<br />C, The minimum composition of a disaster
<br />agency shall be a director or coordinator
<br />appointed and governed by the governing
<br />body of the jurisdiction.
<br />
<br />D, Each local and Inter-jurisdictional disaster
<br />agency shall prepare and keep current a
<br />disaster emergency plan for its area,
<br />
<br />Departments and other agencies of stBte
<br />government maintain disaster/emergency inter-
<br />nal plans and SOP's to assist local govemment
<br />as required by this plan, Each agency's internal
<br />plan or SOP must reflect the missions assigned
<br />in section IX and indicate how each respon-
<br />sibility as well as various tasks in annexes will
<br />be executed, Agency plans must consider that
<br />as conditions of emergency or disaster change,
<br />responsibilities may expand or contract.
<br />Priorities may shift radically and rapidly.
<br />
<br />Special concepts or terms requiring definition
<br />will be listed as footnotes where they are used.
<br />
<br />The following terms are used throughout and
<br />have meanings as follows:
<br />
<br />Disaster - the occurrence or imminent threat cI
<br />widespread or sl!\lere damage, injury, or loss cI
<br />life or property reSlJting from any natural or man-
<br />made cause, including but not limited to fire.
<br />flood, earthquake, wind, storm, WINe action, haz-
<br />ardous substance Incident, on spill or other water
<br />contamination requiring emergency action to
<br />avert danger or damage, volcanic activity,
<br />epidemic, air contamlnallon, blight, drought, In-
<br />
<br />festatlon, explosion, civil disturbance, or hostile
<br />military or paramilitary action,
<br />
<br />Emergency - a suddenly occurring and usually
<br />unforeseen situation in which prompt action
<br />must be authorized by competent authority to
<br />lessen or avert the threat of a disaster, to save
<br />lives and to protect property, public health and
<br />safety,
<br />
<br />Local Disaster - a disaster, as defined above,
<br />which affects a political subdivision of the state
<br />of Colorado, and which, In the judgment of the
<br />Local Authority, requires the activation of the
<br />responsa and recovery aspects of any and all
<br />applicable local and Inter-jurisdictional disaster
<br />emergency plans, A declaration of disaster by
<br />local authority has the effect of Implementing
<br />local Disaster Plans. A local disaster declaration
<br />shall not be continued or renewed for a period
<br />In excess of seven days, except by or with the
<br />consent of the governing board of the pol itlcai
<br />subdivision.
<br />
<br />State Disaster - a disaster, as defined above,
<br />which requires state assistance to supplement
<br />local efforts and resources to save lives and
<br />protect public health and safety, or to avert or
<br />lessen the threat of a major disaster, A state of
<br />disaster emergency Is declared by Executive
<br />Order or Proclamation of the Governor, and
<br />shall continue until the Governor finds that the
<br />danger has passed, or the disaster has been
<br />deait with and terminates the state of emergen-
<br />cy, No state of disaster emergency may con-
<br />tinue for longer than thirty days, unless
<br />renewed by the Governor, A declaration of a
<br />disaster emergency has the effect of Im-
<br />plementing the Colorado Disaster Emergency
<br />Operations Plan,
<br />
<br />Presidential Major Disaster - any natural
<br />catastrophe (Including any hurricane, tornado,
<br />storm, high water, wind driven water, tidal
<br />wave, tsunami, earthquake, volcanic eruption,
<br />landslide, mudslide, snowstorm, or drought),
<br />or, regardless of cause, any fire, flood, or ex-
<br />
<br />.
