PART I
BASIC PLAN

I. PURPOSE

The purpose of this plan Is to reduce the vul-
nerability of Coloradans to disaster through a
comprehensive and Integrated approach to
emergency management, with emphasis on:

A expeditious and effective response to real
or potential disaster emergency situations;

B, provision of relief for people, and rehabilita-
tion and restoration of property and social
structure Impacted by disaster;

C. provision of Interagency, inter-jurisdictional
cooperation and coordination In disaster
mitigation, preparedness, response and
recovery,

This Emergency Operations Plan Is published
by the Division of Disaster Emergency Services
(DODES), Department of Public Safety.

III. SCOPE, PLANNING CONCEPTS AND
DEFINITIONS

This Is a plan to support local governments and
to meet the emergency preparedness needs of
the state, Local entities bear the primary

responsibility for mitigation of hazards as well
as preparedness for, response to and recovery
from disasters, This plan delineates state agen-
cy mission responsibilities in support of local
government.

Actions to Integrate federal and state support
for local entities are set forth in Part I, "Basic
Plan" as state agency responsibilities. Other
elements of this plan treat specific issue areas
as follows:

Procedures
. Part IV: National Emergency Response
Procedures
. Part V: Emergency Resource Management
Systems
Where elements of Parts II-V deal with special
contingencies and plans that stand by themsel-
ves, there are also annexes to the basic plan
and are subordinate to It. Specific tasks Iden-
tified In each annex are in agreement with the
more generaliZed state agency responsibilities
enumerated In section IX below,

Part IV Is responsive to federal requirements
and parameters which Initiate, guide and limit
state action. This Part specifies what the state
will do under conditions where the federal
govemment controls action, The other parts are
responsive to fundamental state goals and
needs; more latitude has been taken In deter-
mining scope and contents.

In general this plan defines the state actions
that must be taken under various emergency or
disaster conditions. A limited number of contin-
gencies of special federal and state Interest are
described In Parts III and IV. Local govern-
