PURPOSE <br /> <br />The purpose of this plan Is to reduce the vul- <br />nerability of Coloradans to disaster through a <br />comprehensive and Integrated approach to <br />emergency management, with emphasis on: <br /> <br />A expeditious and effective response to real <br />or potential disaster emergency situations; <br /> <br />B, provision of relief for people, and rehabilita- <br />tion and restoration of property and social <br />structure Impacted by disaster; <br /> <br />C. provision of Interagency, inter-jurisdictional <br />cooperation and coordination In disaster <br />mitigation, preparedness, response and <br />recovery, <br /> <br />e <br /> <br />II. AUTHORITY AND REFERENCES <br /> <br />This Emergency Operations Plan Is published <br />by the Division of Disaster Emergency Services <br />(DODES), Department of Public Safety. <br /> <br />A. State Statutes <br /> <br />1. Title 24, Article 33.5, Part 7, Colorado <br />Revised Statutes as amended; Entitled <br />the "Colorado Disaster Emergency Act <br />of 1973," <br /> <br />B. Important federal references include: <br /> <br />1. PL 81-920; the Federal CMI Defense Act <br />of 1950 as amended. <br /> <br />2. PL 93-288; The Robert T, Stafford Dis- <br />aster Relief and Emergency Assistance <br />Act, as amended. <br /> <br />III. SCOPE, PLANNING CONCEPTS AND <br />DEFINITIONS <br /> <br />e <br /> <br />This Is a plan to support local governments and <br />to meet the emergency preparedness needs of <br />the state, Local entities bear the primary <br /> <br />responsibility for mitigation of hazards as well <br />as preparedness for, response to and recovery <br />from disasters, This plan delineates state agen- <br />cy mission responsibilities in support of local <br />government. <br /> <br />Actions to Integrate federal and state support <br />for local entities are set forth in Part I, "Basic <br />Plan" as state agency responsibilities. Other <br />elements of this plan treat specific issue areas <br />as follows: <br />. Part II: State Emergency Management <br />Systems <br />. Part III: State Contingency Response <br />Procedures <br />. Part IV: National Emergency Response <br />Procedures <br />. Part V: Emergency Resource Management <br />Systems <br />Where elements of Parts II-V deal with special <br />contingencies and plans that stand by themsel- <br />ves, there are also annexes to the basic plan <br />and are subordinate to It. Specific tasks Iden- <br />tified In each annex are in agreement with the <br />more generaliZed state agency responsibilities <br />enumerated In section IX below, <br /> <br />Part IV Is responsive to federal requirements <br />and parameters which Initiate, guide and limit <br />state action. This Part specifies what the state <br />will do under conditions where the federal <br />govemment controls action, The other parts are <br />responsive to fundamental state goals and <br />needs; more latitude has been taken In deter- <br />mining scope and contents. <br /> <br />In general this plan defines the state actions <br />that must be taken under various emergency or <br />disaster conditions.
