<br />. <br /> <br />. <br /> <br />. <br /> <br />WHEREAS, said study was also revised along Dry Gulch Creek from approximately 1,500 feet <br />upstream of the confluence with Junction Creek to approximately 5,670 feet upstream of Borrego <br />Drive; and <br /> <br />WHEREAS, said study was also revised along Lightner Creek from the confluence with the <br />Animas River to approximately 1,800 feet upstream of the confluence with the Animas River; and <br /> <br />WHEREAS, the peak discharge-frequency relationships for the studied streams were obtained <br />from previous Flood Insurance Studies for the City of Durango, Colorado; and <br /> <br />WHEREAS, the 100-year floodplain boundaries for the studied streams were delineated using <br />the flood elevations plotted along surveyed cross-sections, and the flood boundaries between cross- <br />sections were interpolated using topographic mapping from the City of Durango; and <br /> <br />WHEREAS, a procedure for determining hydrology information in City of Durango for <br />approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from <br />irrigation ditches and canals has not been established by the CWCB; and those floodplain areas may <br />not be designated as approximate floodplain information without a procedure for estimating 100- <br />year peak flows, and therefore the local government should require that a detailed hydrologic and <br />hydraulic study be performed by a professional engineer and submitted by the developer or the <br />development proponent prior to any floodplain development in those cases; and <br /> <br />WHEREAS, City of Durango should continue to regulate new development and construction in <br />floodplain areas on a case-by-case basis based on the information presented in said new Flood <br />Insurance Study with included maps, or based on the best available floodplain information that is <br />accessible to the City; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Breckenridge, Colorado, this 21st day of May 2001, that it does hereby <br />designate and approve as detailed floodplain information the 100-year floodplain delineations as listed <br />in Table 1 for the City of Durango contained in said new Flood Insurance Study dated May 21,2001 <br />with included Flood Insurance Rate Maps; and <br /> <br />WHEREAS, the CWCB does hereby rescind the superseded floodplain information contained <br />in resolution numbers 354.04 and 322 for the Animas River, Dry Gulch Creek, and Lightner Creek for <br />the stream reaches described above; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified <br />copy ofthis resolution to City of Durango and the Federal Emergency Management Agency Region 8. <br /> <br />3 <br />
