<br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1) due to technical and publishing errors in <br />stream stationing; and <br /> <br />WHEREAS, the floodplain delineations in said report dated March 23, 1999 in the City of <br />Loveland are consistent with the requirements for approximate information listed under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Charmels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, a procedure for determining approximate hydrology information in the City of <br />Loveland for approximate floodplains of lakes, ponds, local storm drainage areas, and overflows <br />from irrigation ditches and canals has not been established by the CWCB; and those floodplain <br />areas may not be designated as approximate floodplain information without a procedure for <br />estimating 100-year peak flows, and therefore the local government should require that a detailed <br />hydrologic and hydraulic study be performed by a professional engineer and submitted by the <br />developer or the development proponent prior to any floodplain development in those cases; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Castle Rock, Colorado, this 29th day of March 1999, that it does <br />hereby designate and approve as approximate information the storm or floodwater runoff channels <br />or basins within the City of Loveland described by floodplain delineations for the Big Thompson <br />River in said report dated March 23, 1999; and <br /> <br />BE IT FURTHER RESOLVED by the Colorado Water Conservation Board that it does <br />hereby designate and approve as approximate floodplain information the floodplain delineation for <br />Lake Loveland within the City of Loveland, in said report dated March 23, 1999, that does not meet <br />the criteria for the "Board's Rules and Regulations for the Designation and Approval of Floodplains <br />and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1), contingent upon the <br />understanding that the City of Loveland will regulate that approximate floodplain on a case-by-case <br />basis, subject to a detailed hydrologic analysis that is to be performed by a registered professional <br />engineer and submitted by the developer or development proponent; and <br /> <br />BE IT FURTHER RESOLVED by the Colorado Water Conservation Board that it does not <br />rescind the storm or floodwater runoff channels or basins within the City of Loveland described by <br />detailed floodplain information contained in Resolution No. 181 (Table I, Ref. No.4); and <br /> <br />BE IT FURTHER RESOLVED that tbe Secretary of the Board is directed to send a <br />certified copy of this resolution to the City of Loveland; the Board of County Commissioners of <br />Larimer County; the Colorado Office of Emergency Management; and the Federal Emergency <br />Management Agency, Region 8. <br /> <br />4 <br />
