STUDY TO BE DESIGNATED
WHEREAS, the Federal Emergency Management Agency completed a floodplain
information report entitled "Flood Insurance Study, City of Loveland, Colorado" dated March 23,
1999 (Table 1, Ref. No.8) with included floodplain map entitled "Flood Insurance Rate Map, City
of Loveland, Colorado"; and

WHEREAS, said report with included map contains detailed hydrology and floodplain
delineations for the Big Thompson River, VYithin the incorporated portions of Loveland, as they
were on March 23,1999; and .

WHERAS, said report with included map contains approximate floodplain delineations for
Lake Loveland, within the incorporated portions of Loveland, as they were on March 23,1999; and

WHEREAS, said report with included map revises previous floodplain information
contained in Resolution No. 381 (Table 1, Ref. No.5); and

FLOODPLAIN CONSISTENCY
WHEREAS, the detailed floodplain delineations contained in said report with included map
for the Big Thompson River are not consistent with the floodplain delineations contained in
Resolution Nos. 19,354.13, and 381 (Table I, Ref. Nos. 1,2, and 5); and

WHEREAS, the detailed floodplain delineations contained in said report with included map
for the Big Thompson River are not consistent with the floodplain delineations contained in
Resolution No. 181 (Table 1, Ref. No.4) for the reach commencing approximately 1,340 feet
downstream of West First Street to approximately 710 feet downstream of Wilson Avenue, due to a
Letter of Map Revision (LOMR) issued on September 18, 1997, which showed the effects of more
detailed topographic information along the Big Thompson River; and

WHEREAS, the detailed floodplain delineations for the Big Thompson River contained in
said report and contained in proposed Resolution No. 491 (Table I, Ref. No.7) are based on the
same technical information and therefore should be consistent with each other; and

WHEREAS, the detailed floodplain delineations for the Big Thompson River contained in
said report and contained in proposed Resolution No. 491 (Table 1, Ref. No.7) are not consistent
with each other due to technical and publishing errors in stream stationing; and

WHEREAS, said report with included map contains approximate floodplain information for
the south overflow of the Big Thompson River, from a point approximately 500 feet downstream of
the corporate limit of the City of Loveland that is approximately 1200 feet east of Taft Avenue
upstream to the corporate limit, that revises and is, therefore, inconsistent with previously
designated and approved detailed floodplain information within the City of Loveland, but which is
consistent with approximate floodplain information in proposed resolution No. 491 (Table 1, Ref.
No.7); and

2
