A financial feasibility <br />ratio. has been computed for each of the development alternatives. <br />Onlyth~ sale of power generation has been included in the <br />benefits calculation. Costs include the cost of constructing and <br />operating the alternatives, environmental mitigation costs, and <br />property taxes.
