<br />PROJECT SUMMARY <br /> <br />As a result of the severe flood risk in the Town of <br />Wiggins, a levee and channel project W&8 formulated to provide <br />100-year flood protection for the community. The project was <br />funded through a one percent sales tax by the town and state <br />grants from the Colorado Department of Local Affairs in 1986 <br />and 1987. project lands were purchaset by fee title from <br />private landowners. Long term leases for land were obtained <br />from the Burlington Northern Railroad and the Colorado <br />Department of Highway's. <br /> <br />The Project consists of the following features: <br /> <br />o A right bank set back levee system extending upstream <br />from the eastbound lane of U.S. Interstate 76, <br /> <br />o Channel improvements extending upstream from U.S. <br />Highway 6 to Morgan County "Road "P", <br /> <br />o Closure structures j'or U. S, Highway 6 and the <br />Burlington Northern Railroad (BNRR), <br /> <br />o An elevated road section o~ Morgan County Road "P", <br /> <br />o Embankment protection for ~he BNRR, <br /> <br />o Special scour protection for the BNRR bridge, and <br /> <br />o Erosion protection for the levee section. <br /> <br />The improved channel begins downstream of the intersection <br />of Morgan County Road "P" and Kiowa Creek and continues in a <br />northerly direction along the original alignment of Kiowa Creek <br />through the BNRR bridge to the U.S. Hiqhway 6 bridge. The <br />channel and the BNRR bridge were excavated to improve flood <br />carrying capacitities. <br /> <br />The three (3) mile levee system ~~s constructed west of <br />town in the right overbank of the Kiowa Creek 100-year <br />floodplain. The south end of the levee is tied into high <br />ground approximately 3500 feet south of County Road "PH. At <br />county Road "pH the road was elevated to the top of the levee <br />to minimize human intervention during times of flooding. AT <br />County Road "PO, the levee proceeds northerly to the BNRR <br />tracks where a closure structure with stop logs is <br />constructed. The closure structure, when closed with stop logs <br />installed across the tracks, prevents flood waters from <br />entering the town during times of high flows. <br /> <br />-7- <br />
