The Agricul- <br /> <br /> <br />tural Ditch crosses Dry Gulch near Simms Street, and intercepts <br /> <br /> <br />a portion of the drainage runoff from upstream of it. It then <br /> <br /> <br />carries the flow out of the basin to the south. The Rocky Moun- <br /> <br /> <br />tain Ditch crosses North Dry Gulch at Dover and Dry Gulch near <br /> <br /> <br />Garrison. It collects flows in the North Dry Gulch channel and <br /> <br /> <br />conveys them to the Dry Gulch Channel. At that point, a side <br /> <br /> <br />spillway dumps a portion into Dry Gulch. The Associated Rail- <br /> <br /> <br />road runs parallel to Dry Gulch for much of its length, and forms <br /> <br /> <br />a ridge or divide similar to streets. This has a significant <br /> <br /> <br />effect on the flooding at certain locations. <br /> <br />land use is generally residential except for the large shopping <br /> <br /> <br />centers near Pierce Street and Miller Street. The master plan- <br /> <br /> <br />ning presented in this report is based upon future or "fully <br /> <br /> <br />developed" land use conditions. These anticipated conditions <br /> <br /> <br />are relatively close to those existing at present, except that <br /> <br /> <br />the residential development is expected to become somewhat higher <br /> <br /> <br />in density. <br /> <br />As the streets, ditches, and railroad gradually obscured the chan- <br /> <br /> <br />nel, builders and developers began to extend the already under- <br /> <br /> <br />sized culverts, fill the channels, and erect structures where <br /> <br /> <br />the channel had been. The development further obscured the chan- <br /> <br /> <br />nels, and the present condition was reached, such that persons <br /> <br /> <br />unfamiliar with drainage may not even be aware of the potential <br /> <br /> <br />flood danger 0 In several locations, structures have been built <br /> <br /> <br />so close to the channel that they not only are in a hazardous <br /> <br /> <br />location themselves, but create constrictions of channels which <br /> <br /> <br />pose hazards to adjacent properties. <br /> <br />The land use within one block on each side of Colfax Avenue is <br />predominantly commercial.
