In areas where urban-
ization has severely restricted or obliterated the natural
channels, storm sewer facilities to convey the lO-year flood are
proposed. It is estimated that the development of the entire
Master Plan would cost $ll,884,000, based upon 1979 prices.

I
I
.
.
I
'.
.
I
I
.
.
.
I
.

Mr. Ben Urbonas
Chief, Master Planning
Urban Drainage and Flood
Control District
Suite l56-B
2480 West 26th Avenue
Denver, Colorado 802ll

Re: Dry Gulch Master Plan
S&G No. 76046-42

We have enjoyed working with you as well as Tom Goebel and Tony
Lea of Lakewood and Nick Skifalides and Joe Barsoom of Denver.
We feel that the input of these and other individuals noted in
the report has resulted in the preparation of a Master Plan
which represents an economically feasible solution to the fre-
quent and serious flooding which occurs annually along Dry Gulch
and North Dry Gulch.

Dear Mr. Urbonas:

We have submitted to the Urban Drainage and Flood Control
District considerable additional information and computations
performed in the preparation of this report. This
report completes the agreement between Sellards & Grigg, Inc.
and the Cities of Lakewood and Denver and the Urban Drainage
and Flood Control District, dated February l4, 1977.

Very truly yours,
SELLARDS & GRIGG, INC.

ttv~. ~

~hn M. Hamilton, P.E.

The planning for Dry Gulch and North Dry Gulch has consisted of
three separate phases of work. The first phase was the prepar-
ation of a "Flood Hazard Area Delineation, Dry Gulch and Tribu-
taries," which was completed in November, 1977. This report
illustrated the areas along the major channels which would be
inundated by a lOO-year flood.

JMH:lb
enc 1.

The second phase of the planning process was culminated by the
preparation of "Major Drainageway Planning for Dry Gulch, Phase A,
Development of Alternative Plans," which was published in
December, 1977. This Report presented a number of different
master plans for the purpose of reducing flood damages and
hazards and costs of continued maintenance. The various alter-
natives were evaluated by the Cities and the District, and a
single master plan was selected. On May 30, 1978, the Cities
and the District directed Sellards & Grigg, Inc. to proceed with
the preparation of "Dry Gulch Major Drainageway Planning, Phase B
Report."

The attached report presents the detailed Master Plan, with
estimated costs of design, land acquisition, and construction.
The report also projects the reduction in flood damages which
can be expected to result from the construction of the proposed
facilities. This analysis indicates that the benefits would
exceed the costs by a ratio of l.51.
