Box 771174
Stea~boat Springs, Colorado 80477

Dear Ms. Kleckner:

I would like to confirm our meeting to review your community's participation
in the National Flood Insurance Program (NFIP) and to assist you in
addressing any concerns that you may have with its implementation. A
general meeting is expected to take two hours and is scheduled for
Thursday, September 8, 1983,8:30 a.m., in the Town'Hall. I will be
accompanied by a representative of the Colorado Water Conservation
Boa rd .

One purpose of the meeting is to discuss the various aspects of your
community's implementation of the NFIP. Therefore, we encourage you to
invite those local officials involved in administering the program, such
as the building inspector, engineer, planner or administrator, as well
as elected officials responsible for the community's floodplain manage-
ment program.

The meeting will address the following topics:

1. An overview of the cornmunity's participation in the NFlP.

2. A review of your floodplain management ordinance. (It
would be helpful if copies can be available for each
participant,)

3. A discussion of the process that you use to apply the
ordinance. (We would like to go over the way you handle
a typical development permit application.)

4, Principal floodplain management related issues of concern
to the community,

In addition to this meeting, we would like to review the community's
floodplain development permit records and to conduct a field survey of
development within the floodplain, Therefore, I request access to your
development permit records, including information on variances, and the
assistance of a staff member during this review and the field survey.
(I would suggest that the staff member assisting on this task review
these records and have them readily accessible the day of the meeting.)
