<br />n <br /> <br />Agenda Item 18a <br />September 2, 1993 <br /> <br />Lack of detailed information regarding the hydrology and hydraulic <br />characteristics of many stream reaches <br />Lack of technical/financial resources of local entities <br /> <br />[I <br />I' <br />L. <br /> <br />Action: A response plan needs to be prepared which addresses actions that need to <br />be implemented by the local-state-federal levels of government for a flood <br />event. The "when-where-what type" questions need to be asked and answered <br />ahead of the event as much as possible. <br /> <br />o <br /> <br />Restore/Reclaim the Oril!inal Stream Channel <br /> <br />Issue: The major flood problem in 1993 was streambank erosion and channel <br />migration. Who determines where the channel goes? <br /> <br />[ <br /> <br />Discussion: During large spring snowmelt runoffs, much land is lost due to erosion <br />and channel migration. Many land owners want to reclaim lost lands or move <br />the channel back to its pre-flood alignment. There is no state policy on <br />stream alignments. The Corps' 404 program is becoming more restrictive on <br />what a land owner can or cannot do regarding this issue. <br /> <br />r: <br />, I <br />lu" <br /> <br />Action: A state standard or policy regarding the issue should be formulated among <br />land owners, city and county governments and state and federal officials. <br /> <br />r ': <br />f t <br /> <br />o Rel!:Ulations Affectine Flood Fipht Operations <br /> <br />I, <br /> <br />Issue: At a number of locations, a flood fight operation was impaired due to a <br />federal regulation. Don't tell me what to do! <br /> <br />f i <br />1.._-0 <br /> <br />Discussion: The Corps' 404 Program, the Wetland Reserve Program, and the FEMA <br />National Flood Insurance Program have certain requirements which restrict <br />activities in stream channels. During most flood fight operations, land owners <br />are not completely aware of program requirements or do not feel that the <br />program objectives are as important as their potentiall05s. This has resulted <br />in a number of hostile confrontations. <br /> <br />, <br />" <br /> <br />Action: Certain special permits can be issued in advance of a flood alert/event which <br />will reduce confrontations between land owners and govenunent officials.
