<br />21 <br /> <br /> <br />A. PREP ARA nON <br /> <br />On March 23, 1993, the CWCB sent out a notice to local govemment officials in over 40 flood- <br />threatened communities in Colorado. They responded to an inquiry by the CWCB asking, that in light of <br />an impending high water year, if their communities had certain locations which could be impacted by <br />flooding. <br /> <br />In light of this response the CWCB arranged meetings to conduct field visits to the communities. <br />During the week of April 19-24, 1993, local officials assisted the CWCB staff and other state and federal <br />representatives in pinpointing trouble locations and cooperating to develop "advanced measures" to address <br />the flood threat. <br /> <br />Mesa and Gunnison Counties with assistance from OEM conducted a series of public information <br />meetings in April and May to alert the public to the potential flood threat and to develop community <br />actions should the flood threat be realized. <br /> <br />Pitkin County developed a Mud/Flood Task Force Handbook which sets forth procedures for <br />responding to flood and mudslide events. <br /> <br />La Plata County provided information on flood insurance to county residents prior to flooding. <br /> <br />B. MONITORING <br /> <br />Most local officials in flood-threatened areas realized the value of monitoring streamcourses in their <br />communities prior to and during high water events. Requests were made to State and Federal agencies <br />for information regarding flood potential and outlook. <br /> <br />The Town of Crested Butte participated with the CWCB in monitoring snowpack conditions and <br />installing a new stream gage on Coal Creek in their community with the implementation of an Emergency <br />Operations Plan. <br /> <br />The Town of Paonia monitored flow conditions daily on the North Fork of the Gunnison River in <br />preparation for flood fight actions. <br /> <br />Gunnison County monitored the Gunnison River, Ohio Creek, Tomichi Creek and the East River <br />with local residents who reported stream conditions daily. <br /> <br />Pitkin County followed the guidelines set forth in their Mud/Flood Task Force Handbook. <br /> <br />Grand Junction maintained a daily log ofriver stages and advised the public through the local news <br />media. <br />
