<br />presently offered by utilities in the CRSP market area are double to <br />triple the proposed CRSP rate. At 58.2 percent load factor, the rates <br />offered by utilities range from about 18 to 24 mills per kWh as compared <br />to the proposed CRSP rate of 9.04 mills per kWh. <br /> <br />II. RATE ADJUSTMENT PROCEDURE <br /> <br />. <br /> <br />Announcement of Tentative Rates and Consultation and Comment Period. <br />The procedures adopted for public participation in rate adjustments <br />for power marketed by the Western Area Power Administration (WAPA) afford <br />interested persons a reasonable opportunity for participation in the <br />development of rates. The first step in this procedure is the announcement <br />of the proposed rates, including the criteria used in determining the <br />rates. The second step is a public consultation and comment period, during <br />which interested persons will have the opportunity to consult with and <br />obtain information from departmental representatives, to examine repayment <br />study data, and to make suggestions for modification of the rates or <br />criteria. The public consultation and comment period will end 90 days <br />after the notice of proposed rates is published in the Federal Register or <br />15 days after the public comment forum, whichever is later. <br /> <br />The first step is being implemented with the publication and mailing <br />of this brochure and issuing Federal Register and press release notices of <br />the proposed rate adjustment. The second step will begin with public <br />review of this brochure and will include public information forums at dates <br />and places to be announced. At these public information forums, WAPA <br />representatives will explain the proposed rate and rate criteria, answer <br />questions concerning them, and accept comments. Questions which cannot be <br />answered by WAPA representatives at the forums will be answered in writing <br />at least 20 days before the end of the consultation and comment period. A <br />transcript of each forum will be made and copies can be made available upon <br />written request and payment of the cost. <br /> <br />A public comment forum will be held at a date and place to be <br />announced. At the public comment forum, interested persons may submit <br />written comments or make oral presentations of their views and comments. <br />Departmental representatives will be present and may ask questions of the <br />witnesses. A transcript of the forum will be made, and copies can be made <br />available upon written request and payment of the cost. <br /> <br />It should be noted that the public information forum 1S designed <br />to afford an opportunity for participants to question WAPA represent- <br />atives while the public comment forum is designed to afford an opportunity <br />for WAPA representatives to hear from interested persons. <br /> <br />. <br /> <br />All interested persons may submit written comments to WAPA at any <br />time during the consultation and comment period.
