Following these forums, <br />the Assistant Secretary for Resource Applications, Department of Energy, <br />will review the information presented and comments gathered in the <br />course of the proceedings described above. The Assistant Secretary will <br />then announce his proposed decision on the rate adjustment and an expla- <br />nation of the principal factors leading to such decisions. The Assistant <br />Secretary will submit the proposed decision to the Federal Energy Regula- <br />tory Commission for confirmation and approval. An opportunity for oral <br />presentation of views will be afforded interested persons upon request. <br /> <br />Final Decision on Rate Adjustment. Following review of the record, <br />the Commission will make a determination regarding the rate adjustment. <br />The Commission may confirm and approve or disapprove the rate. <br /> <br />The procedures for public participation in general rate adjustments <br />for power marketed by WAPA are outlined in the Federal Register. Copies <br />of the pertinent Federal Register Notices and related information are <br />included in Section XIII of this brochure. <br /> <br />III. PROJECT DESCRIPTION <br /> <br />A. Basic Project Plan. On April 11, 1956, the CRSP and par- <br />ticipating projects were authorized by Public Law 84-485. By means of <br />the four storage units authorized, the flow of the Colorado River is <br />regulated in such a way that irrigation, municipal, industrial, and <br />other water use developments in the Upper Colorado River Basin can be <br />made while still maintaining water flows into the lower basin as <br />required by the Colorado River Compact. Facilities have also been <br />provided at the storage units for flood control, for recreation, and <br />for other beneficial purposes. In order to maximize the use of the <br />water and to obtain revenues to assist in the repayment of the <br />irrigation developments, power generating plants have been installed <br />at three of the four storage units. A power generating plant has been <br />installed on one of the participating projects and generating plants <br />will be included on other participating projects where such develop- <br />ments are found to be feasible. <br /> <br />. <br /> <br />B. Project Features. The four storage units are as follows: <br />Glen Canyon on the Colorado River in Arizona near the Utah border; <br />Flaming Gorge on the Green River in Utah near the Wyoming border; <br />Navajo on the San Juan River in New Mexico near the Colorado border; <br />and Curecanti on the Gunnison River in west central Colorado. There <br />are now 20 participating projects, ten of which Were authorized by <br />Public Law 84-485 and ten by subsequent Acts of the Congress. <br />
