DISCUSSION OF THE PROBLEM <br /> <br />Project Location <br />The project is located in and adjacent to the community of Weldona, which is an unincorporated area within <br />Morgan County, Colorado. See Section V of the project report for a more detailed description of the project <br />area. A project location map and photographs of the project location are included in Section V of the report. <br /> <br />Federal Disaster Declaration <br />The project is entirely within the federally declared disaster area for disaster # DR-1186-CO. <br /> <br />Damage Survey Reports <br />Information on DSR's for the 1997 flood disaster have not been included in this report. Completed DSR's for <br />this project area (if applicable) have been filed with the Colorado Office of Emergency Management and <br />FEMA Region 8. There are no previously completed flood mitigation projects and no previously declared <br />flood disasters for this project area. <br /> <br />Flood Problem Description <br />The community of Weldona received significant flooding damage due to a major rainstorm that occurred on <br />July 29-30, 1997. During the flood event, community residents were evacuated by local officials and the <br />National Guard. Many of Weldona's homes and businesses were damaged as a result of the flood event. <br />Although Weldona is situated along the South Platte River, the recent flooding problems were not associated <br />with overbank flooding from the South Platte. Floodwaters originated from Schaefer Draw and another <br />unnamed tributary, located to the north and west of Weldona, as well as two irrigation canals located to the <br />north. Weldona does not have any existing flood protection measures, and is currently at risk for future flood <br />losses. As a general note, the community has had localized nuisance flooding (street flooding) in the past due <br />to inadequate storm drainage systems.
