1.3 Authority and Acknowledgments The source of authority for this Flood Insurance Study is the National Flood Insurance Act of 1968, as amended. The hydrologic and hydraulic analyses for this study were performed by Camp Dresser & McKee, Inc., for the Federal Insurance Administra-,- tion, under Contract No. H-40l4. This work, which was completed in August 1977, covered all significant flooding sources affecting the Town of pagosa Springs and the unincorporated areas of Archuleta County, Colorado. 2. 0 AREA STUDIED 2.1 Scope of Study This Flood Insurance Study covers the incorporated area of the Town of pagosa Springs and the unincorporated areas of Archuleta County, Colorado. The area of study is shown on the Vicinity Maps (Figures 1 and lA). .. Detailed analyses were performed on portions of the San Juan River, McCabe Creek, North Fork McCabe Creek, West Fork McCabe Creek, and Rio Blanco. Portions of the San Juan River I Rio Blanco, Mill Creek, Navaho River, Little Navaho River, Navaho Reservoir, Rio Chama, Devil Creek, Piedra River, McCabe Creek, Cabezon Creek, and Stoll steimer Creek were studied by approximate methods because coordination with the County Planning Office indicated that no significant development pressure exists through 1982. Approximate analyses were done on 33 river miles of the San Juan River, from the Navaho Reservoir,to pagosa Springs; 6.5 river miles of the upper Rio Blanco, near Crescent Lake; 6 river miles of Mill Creek, near pagosa Springs; 14.'5 river miles of the Piedra River, from the Navaho Reservoir to Piedra; and, 3.5 river miles of Stollsteimer Creek at Dyke. The Southern ute Indian Reservation is not included in the study of 1irchuletaCbbnty;' The Town brPagbsa Springs is -included in the Archuleta County study, but does not appear on the maps of Archuleta County. , Those areas studied by detailed methods were chosen with consider- ation given to all proposed construction and forecasted development through 1982. . 2.2 Community Description The Town of pagosa Springs and the unincorporated areas of Archuleta County are located in the southwestern portion of Colorado' s mocihtain region. In 1977, the population was estimated at 1340 for the TO~ of pagosa Springs; 40 for the Lower Rio Blanco area; and 200 for the SanJuan River area, north of pagosa Springs (Reference 1). The economy of these areas depends primarily on logging and agricultural activities, with the most recent growth coming from tourism and recreational activities. 2
