XI - REAL ESTATE; REQUIREMENTS

11~Ol. General. As indicated in para2raph 1-05, local interests
would be required to fu~ish assurances that they would provide all lands,
easements, am~ rights-of-way needed f~r coustructi~, operation and
maintenamce of the project. A gross appraisal of lanG requirements was
prepared by the Real Estate Division of the Albuquerque District in
order to provide a reasonable estimate of the cost of real estate require-
ments. Although local interests would only be required to furnish an
ample degree of title to provide sufficient area for construction and
proper operatiom and maintema~e. the appraisal was based on the follow-
ing criteria wl\icllt would meet the nee&s for construction and operation
and also protect the interests of the local sponsors: a. Lands required
for construct:l,lm, operatio:m arnt maillltel1Ml1!M:e purposes would be acquired
in fee, b. lamds required outside of normal rights-of-way limits and
located in l~ lying river overbank areas intended for borrow or spoil
would be acqu:l.red as temporary construction easements, ana c. flowage
easements would be acquired on lands intermittently iuumdated by temporary
p<<mdilmg of interior rUlllloff during periMs when outlet structures are
blocked by flQles in the Arkansas River.

is 'presented bn table 5. Allowances for severance, conti1lllgencies and
ac~~isiti~ costs are include~. Total estimated real estate cost is
$62,~OO. AbOUt 185 acres of fee lands witkin tfte levee right-of-way
would be re~1J:I,recl. Alilout 307 acres for blo\lrrow areas and about 12 acres
for spoil areas in low lying river over~nk areas would be requires for
teilllporary construction easement. Also, about 20 acres for temporary

would be required for pending areas.
