Departures from project document plan. The definite project <br />plan as presented herein is basically the same as the approved project <br />document plan. Departures from the project document a~e generally refine- <br />ments of detail as a result of more complete studies 9nd investigations. <br />Significant differences are discussed in the following paragraph. <br /> <br />i <br />5-02. In June 1965 the headworks of the Las Animas Town Ditch, which <br />diverted water from the Arkansas River at a point located near levee <br />station 130+00, was washed out by a flood. Since then, water has been <br />supplied to the Las Animas Town Ditch by a lateral from the Consolidated <br />Ditch. The lateral ditch consists principally of enlargement and ex- <br />tension of existing irrigation ditches. The lateral ditch is shown on <br />Plate 1. The lateral supply ditch system would eliminate the Las Animas <br />Town Ditch intake structure at the levee, as proposed in the project <br />document plan. The Las Animas Conservancy District stated that the lateral <br />supply ditch system is operating satisfactorily and requested that the <br />system be continued. The District also stated that a conditional decree <br />authorizing the point of diversion to be changed, has beeo entered in <br />local District Court. All drain ditch outlet structures under the levee <br />would be concrete box culverts in lieu of C~W culverts with concrete <br />headwalls as proposed in the project document. the choice of concrete <br />culverts was based primarily on increased life expectancy. One project <br />document drainage structure has been resited to minimize ponding in <br />valuable irrigated land. A change of levee slopes to 1 on 3 riverward <br />and 1 on 2.5 landward in lieu of 1 on 2 on both sides was ~pund necessary <br />as a result of stability analyses. Top of levee grades have oeen adjusted <br />as suggested in the 3rd Ind, of Hydrology Design Memo No.1. The indorse- <br />ment suggested that the levee grades be set 2 feet above the SPF profile <br />from station 0+00 to the AT&SF Ry bridge and thence tapering to 1 foot <br />above the SPF profile at the downstream end of the levee. Gravel surfacing <br />on the levee crest was deleted. Ditches to convey interior drainage to <br />outlet structures were increased from a total of 16,300 to 43,800 lineal <br />feet as a result of refined drainage analyses. A toe trench was added at <br />the landward toe of the levee in certain reaches in order to relieve up- <br />lift pressure. The sewage pumping plant has been eliminated and provision <br />made to store the effluent in the existing lagoons during periods of high <br />flows in the Arkansas River. The reilroad grade raise on the main line <br />of the AT&SF Ry was increased 4 feet above that proposed in the project <br />document because the railroad requested that the track be placed at top <br />of the levee in lieu of sandbagging above design water surface as contem- <br />plated in the project document. The proposed fishing lake has been <br />deleted at the request of local interests. At a meeting with the <br />Secretary of the Arkansas River Conservancy District, District rep- <br />resentatives were informed that the Conservancy District had abandoned <br />plans of providing the lake due to the lack of anticipated funds being <br />made available by local interests. <br /> <br />6 <br /> <br />Revised 6-20-68 <br />Revised 6-26-69 <br />
