Project location. The project is located at Las. Animas, <br />Colorado on the Arkansas River approximately 2 miles. upstream from John <br />Martin Reservoir and a short dis:ance above the mouth of the Purgatoire <br />River. Tne location of the project is sho.'h on Plate 1. The. area <br />protected by the project includes Las Animas and the surrounding <br />agricultural areas which are subject to inundation. The drainage area <br />and climatic characteristics are described in SECTION VII, HYDROLOGY AND <br />HYDRAULIC DESIGN. . <br /> <br />4-02. Area benefited. The area that will be benefited consists of <br />the City of Las Animas and adjoining agricultural lands. " The area is <br />about 8.0 miles long from east to west with a maximum width of about 2.5 <br />miles at Las Animas. The area includes approximately 6,880 acres which <br />is compos~d of 740 acres classified as urban and suburban, 4,170 acres <br />of irrigated farmland, 1,110 acres of dry farm' and grazing land, and <br />860 acres of .waste land and transportation rights-of-way. . The major <br />portion of the area to be benefited is on the south side of the river. <br />A portion of State Highway No. 194 and a few cultivated fields on the <br />north side of the river will also be benefited. The estimated. value of <br />property and improvements in the protected area is about 36 million. <br />dollars. Additional information regarding benefits in the area is in- <br />cluded in SECTION XVI, ECONOMIC EVALUATION.. <br /> <br />4-03. Project Plan. The rpoject plan for providing flood protection <br />for the City of Las Animas and vicinity comprises ~ levee. 9.34 miles in <br />length along the right bank of the Arkansas River and a levee 1.03. miles <br />long on the left bank. the levees' are designed to contain flows up to <br />140,000 c.f.s. with 4 feet of freeboard. A general plan of the project <br />is shown on Plate 1. Aerial views of the project area are shown on <br />Plates 2 and 3. <br /> <br />4-04. Appurtenant works. Appurtenant work~ wduld include levee <br />protective measures, interior drainage structures, and a gravity.drain <br />through the levee for disposal of effluent from existing se',age lagoons. <br />Relocations would include alterations to a railroad bridge by the Federal <br />Government and roads, utilities, irrigation facilities,and a railroad <br />grade raise by local interest.
