The review survey for flood con- <br />trol, "Arkansas River and Tributaries, Las Animas, Colorado, and Vicinity," was <br />published as House Document No. 165, 89th Congress, 1st Session. Investigations <br />and studies were conducted to determine the most practical and economically <br />feasible plan for protection of Las Animas and vicinity. These investigations <br />included a reconnaissance of the location; studT of -available maps; foundation <br />investigations at the project site; property appraisals and flood plain deter- <br />mination; flood damage surveys; detailed analysis of field data and hydrologic <br />and benefit-cost studies. <br /> <br />2-02. Public hearings. Public hearings were held by the Albuquerque <br />District Engineer at Pueblo, Colora?o, on 20 March 19~4 and 3 August 1950, to <br />afford local interests an opportun~ty to present the~r flood problems ana to <br />express their views. concerning the character and extent of water resources im- <br />provements desired on the Arkansas River and tributaries in Colorado. A joint <br />regional public hearing was held at Pueblo, Colorado, on 5 October 1950 by the <br />Arkansas-lfhite-Red-Basins Inter-Agency Committee to discuss the flood problem. <br /> <br />2-03. At the request of the Arkansas River Conservancy District, a meet- <br />ing was held at Las Animas on 8 December 1959. Local interests requested advice <br />regarding the steps to be taken to secure federal assistance, information re- <br />lative to a possible solution of the'problem, and the extent to which local <br />interests would be r~quired to participate in a flood control improvement~ <br />Another meeting was held at Las Animas on 12 June 1962 with Conservancy District <br />officials, city officials, and State and Federal government fish and wildlife <br />officials to discuss the preliminary plan of improvement for flood control and <br />to consider the possibilities of incorporating plans for the construction of a <br />small fishing lake in connection therewith. <br /> <br />2-04. Definite project investigations. Project document studies and <br />investigations were reviewed. Instrumental'surveys in conjunction with aerial <br />photos and photogrametric development of required topography; foundation ex- <br />plorations; field and laboratory investigations of foundation and construction <br />materials; cost studies; and review of the project document economic analysis <br />have been accomplished. Hydrology was reviewed and hydraulic, structural and <br />levee designs were analyzed to establish channel capacities, alignment, hydraulic <br />and structural requirements. A field reconnaissance of the site was made and <br />contact with local interests regarding various aspects of the project was accom- <br />plished. Detailed studies were made of interior drainage problems to develop <br />the most practical and economical plan. Changes in levee alignment were studied <br />in order to minimize the amount of cultivated land required for levee construc- <br />tion. Real estate requirements and costs have been reanalyzed by field appraisal. <br />Alterations of railroad facilities, county roads, utilities, and other improve- <br />ments have been coordinated with the owners.
