Introduction. Presented herein are the results of compreheU$ive <br />general design memorandum studies on the Las Animas Local Protection Project. <br />This memorandum is of detailed scope and presents design information for all <br />features of the project other than hydrology. The hydrology memorandum (Design <br />r~morandum No.1, Hydrology) was submitted 3 October 1967. The data presented <br />herein is of detailed design memorandum scope; and after review and approval by <br />higher authority, will serve as the basis for preparation of' contract plans <br />and specifications. The purpose of the Las Animas Local Protection Project is <br />to protect the City of Las Animas and adjacent agricultural land located in the <br />flood plain of the Arkansas River. Results of investigations for project re- <br />locations are presented to serve as a basis for preparation of relocations <br />agreements.' A separate feature design memorandum on relocations will not be <br />submitted. The authorized project plan is presented in detail in House Document <br />No. 165, 89th Congress, 1st Session. ' <br /> <br />1-02. Project authorization. Congressional authority for construction of <br />the Las Animas Local Protection Project is contained in the Flood Control Act <br />of 1965, Public Law 89-298, 89th Congress, 1st Session. Section 204, Title II <br />of the act reads in part, under "Arkansas River Basin" as follows: <br /> <br />"The project for flood protection on the Ark-aRSas River at Las Animas, <br />Colorado, is hereby authorized substantially in accordance with the recommenda~ <br />tions of the Chief of Engineers in House Document Numbered 165, 89th Congress, <br />. 1st Session, at an estimated cost of $1,541,000." <br /> <br />1-03. Authority for definite project studi~ and investigations is con- <br />tained in advice of allotment No. C-357 dated 30 November 1966, Appropriation <br />96X3l22 Construction, General, Corps of Engineers, Civil. <br /> <br />1-04. Project document plan of improvement. The recommended plan of <br />flood protection presented in the project document would consist essentially <br />of about 9.6 miles of levee on the right bank and about 1.0 miles of levee on <br />the left bank of the Arkansas River to provide protection to the City of Las <br />Animas and vicinity against flows up to 140,000 c.f.s.
