RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban completed a floodplain information map
entitled "Flood Hazard Boundary Map, Town of San Luis, Colorado, Costilla County" dated May 24, 1974;
and

WHEREAS, said map includes approximate floodplain information for the Rito Seco within the
corporate limits of the Town of San Luis, as they were on May 24, 1974; and

WHEREAS, the Colorado Water Conservation Board has not designated and approved said map; and

WHEREAS, the Town of San Luis, Colorado in cooperation with the Department of Local Affairs
and the Colorado Water Conservation Board completed a floodplain information report entitled "Master
Drainage Study, Town of San Luis, Colorado" dated December, 1988; and

.

WHEREAS, said report includes detailed floodplain information for the Rito Seco; and

and

WHEREAS, the Colorado Water Conservation Board has not designated and approved said report;

WHEREAS, the Federal Emergency Management Agency converted said Flood Hazard Boundary
Map dated May 24, 1974 to a floodplain information map dated September 1, 1987 by letter dated February
27, 1987, far the Town of San Luis, Colorado, Costilla County; and

WHEREAS, said map includes approximate floodplain information for the Rito Seco River within
the corporate limits of the Town of San Luis, as they were on September 1,1987; and

and

WHEREAS, said map was prepared directly from the May 24, 1974 Flood Hazard Boundary Map;

WHEREAS, the Colorado Water Conservation Board has not designated and approved said map; and

WHEREAS, a new floodplain information report entitled "Floodplain Information Report, Town of
San Luis, Colorado" dated July 1994 has been prepared by the Colorado Water Conservation Board; and

WHEREAS, said new report includes approximate floodplain information for the Rito Seco within
he corporate limits of the Town of San Luis, as they were in July 1994; and

. WHEREAS, said new report incorporates hydrologic information from the Master Drainage Study
dated December, 1988 ; and
