<br />WHEREAS, floodplain information reports entitled "floodplain
<br />information and urban drainage report, Cedar Creek, Montrose
<br />Arroyo, Dry Cedar Creek," dated April, 1979, and "Flood Hazard
<br />Information, Uncompahgre River," dated February, 1980, have been
<br />prepared by Hydro-Triad, Ltd.; and the United States Army Corps
<br />of Engineers, Sacramento District, respectively, ,at the request
<br />of the, City of Montrose and Montrose County;, and 'a
<br />
<br />WHEREAS, the Colorado Water Conservation Board, as requested
<br />by the City of Montrose and the Board of County ,Commissioners of
<br />Montrose County, by resolutions adopted December 2, 1980, and
<br />numbered 165 and, 166, approved and designated the floodplains
<br />described in said reports; and
<br />

<br />WHEREAS, a new report entitled "Flood'Insurance Study,City
<br />of Montrose, Colorado, Montrose, County," which inciudes flood-
<br />plain information and data for the Uncompahgre River and MontrOSe
<br />Arroyo, dated September 1, 1983, has been prepared by Meurer,
<br />Serafini, and Meurer under contract with the Federal Emerg'ency
<br />Management Agency; and
<br />
<br />WHEREAS, floodplain information and data for the lower reach
<br />of the Montrose Arroyo beginning at the confluence of Cedar
<br />Creek, 'thence extending upstream to a point 300 feet downstream
<br />of the centerline crossing of North Seventh 'Street and Cedar
<br />Creek, was presented in a report entitled "floodplain information
<br />and urban drainage report," dated April, ,1979, which was
<br />designated and approved by Resolution No. 165, adopted December
<br />2, 1980; and
<br />
<br />WHEREAS, said new report describes and outlines the flood-
<br />plain data and information for the storm and floodwater runoff
<br />channels, or basins of the study area; and
<br />
<br />WHEREAS, the City of Montrose has requested the Colorado
<br />Water Conservation Board to designate and approve the floodplain
<br />areas as set forth in the aforesaid new report; and
<br />
<br />WHEREAS,
<br />1973, requires
<br />the prevention
<br />
<br />Section 37-60-106(1), Colorado Revised Statutes
<br />the Colorado Water Conservation Board to assist, in
<br />of floods and flood damages therefrom; and
