<br />primarily through interviews with individual irrigators in which over 90 percent of all water shares <br /> <br /> <br />were accounted for. This phenomenal participation rate is testimony to the success of the <br /> <br />planning approach using public participation and consensus building. <br /> <br />The farm'specific information gathered in the interview process was then used to develop <br /> <br />demand-based reservoir operating plans for the NOlWood-Redvale irrigation systems. Using a <br /> <br /> <br />computer simulation model, reservoir management plans have been developed under varying <br /> <br /> <br />water supply and demand conditions. Other Phase Two activities include development of a <br /> <br />water exchange program to encourage more efficient utilization of water through short and <br /> <br /> <br />long-term transfers of water between users and more detailed geotechnical investigations and <br /> <br /> <br />mapping at specific sites for future structural improvements <br /> <br />Future activities over the next three to four years will include: <br /> <br />o Further refinements in system operations, including joint operations of the two <br />systems. <br /> <br />o Installation of streamgages and implementation of a flow data recording <br />program, <br /> <br />o Improvements in the maintenance of the distribution systems. <br /> <br />o Increased efficiency in water use through irrigation scheduling and improved <br />application practices. <br /> <br />o Expansion of an existing reservoir and interconnection of the two systems. <br /> <br />PUBLIC INFORMATION PROGRAM <br /> <br />An extensive public information program was utilized during the course of the Phase One study <br /> <br /> <br />to inform and to solicit advice from local study participants and the public. Task memorandums <br /> <br /> <br />were distributed at the completion of each major work task to the officers and directors of the <br /> <br /> <br />SMWCD and the three ditch companies, as well as iocal, state and federal agencies which <br /> <br />6 <br />
