This phenomenal participation rate is testimony to the success of the planning approach using public participation and consensus building. The farm'specific information gathered in the interview process was then used to develop demand-based reservoir operating plans for the NOlWood-Redvale irrigation systems. Using a computer simulation model, reservoir management plans have been developed under varying water supply and demand conditions. Other Phase Two activities include development of a water exchange program to encourage more efficient utilization of water through short and long-term transfers of water between users and more detailed geotechnical investigations and mapping at specific sites for future structural improvements Future activities over the next three to four years will include: o Further refinements in system operations, including joint operations of the two systems. o Installation of streamgages and implementation of a flow data recording program, o Improvements in the maintenance of the distribution systems. o Increased efficiency in water use through irrigation scheduling and improved application practices. o Expansion of an existing reservoir and interconnection of the two systems. PUBLIC INFORMATION PROGRAM An extensive public information program was utilized during the course of the Phase One study to inform and to solicit advice from local study participants and the public.
