<br />'. <br /> <br />Alternatives were developed by first identifying potential project elements or components. Next, <br /> <br />the identified project elements were subjected to a screening analysis to elirninate less suitable <br /> <br /> <br />items from further consideration. Finally, the individual elements which survived the screening <br /> <br /> <br />process were combined in alternative projects using the following plan formulation criteria: <br /> <br />1. Alternatives were developed to illustrate the potential costs and yields for a wide <br />range of development. <br /> <br />2. The maximum project considered would be similar to the system recommended <br />in the 1985 Rescoping Study. <br /> <br />3. Alternatives would be formulated to improve and expand existing facilities, to <br />develop new sources of water or to do both, <br /> <br />4. Alternatives were formulated to be generally complementary such that a larger <br />project could be developed in stages starting with one of the smaller alternatives. <br /> <br />The Phase One study was a comprehensive reconnaissance investigation resulting in six final <br /> <br />alternatives ranging in capital cost from $1.9 million to $20.6 million. The need for low-cost <br /> <br />methods of improving water supplies resulted in the selection of an alternative serving the <br /> <br />Norwood-Redvale area with a capital cost of $2.9 million composed of a combination of <br /> <br />structural and non-structural improvements. <br /> <br />Phase Two of the study is currently underway and consists of Investigations of the feasibility of <br /> <br />the structural improvements and implementation of the non-structural improvements. The <br /> <br />Phase Two work is a cooperative effort invoiving State, Federal, and private sector components. <br /> <br /> <br />The lead agency is the CWCB with assistance provided by the USBR, the USDA Soil <br /> <br /> <br />Conservation Service, the County Extension Service, and the local ditch companies. The lead <br /> <br /> <br />technical role is provided by Boyle Engineering Corporation under contract with the CWCB. <br /> <br />The first step in the Phase Two study was the development of a detailed Geographic <br /> <br />Information System containing farm specific information concerning water shares, acreages, <br />cropping patterns, soils data, and on-farm irrigation practices, This information was developed <br /> <br />5 <br />
