<br />of Holly. This map showed a major portion of the Town as being in the 100-year floodplain and <br />subject to the risk of flooding. <br /> <br />The Board designated and approved on May J 2, 1976, (Floodplain Resolution Index <br />Number 59) as floodplain areas those areas in the vicinity of and including the Town of Holly <br />described as being inundated by a I DO-year flood a~ St:t forth in the Corps' April 1975 report. <br /> <br />The Corps published reports in April 1975 and March 1977, titled "Detailed Project <br />Report, Holly, Colorado", describing the Holly Flood Control Project. These reports included <br />information on the investigations, analyses, and formulation plan for a flood control project to <br />protect the Town of Holly. The March 1977 repOlt included pre-project floodplain maps for the <br />100-year flood and the Standard Project Flood. Post-project water surface profiles were included <br />for a I DO-year flood, the Standard Project Flood, and the flood of record based on a proposed <br />flood control project for the Town. Post-project floodplain maps for the 100-year flood and the <br />Standard Project Flood were also included. <br /> <br />Prior to construction of the Holly Flood Control Project, the Corps prepared drawings, <br />dated April 1979, of plans for construction of levees and related facilities. Th(:se drawings <br />included the general plan, the levee plan and profile, structures, and hydrographs of the Arkansas <br />River. No water surface profiles or floodplain maps were included with these drawings. <br /> <br />After the Project was completed in 1981, the Corps prepared an Inspection Date Document <br />showing the completion date, the sponsor acceptmce date, and Project inspection dates. This <br />document is included in the EXHIBITS section of this Report. <br /> <br />In November 1981, the Corps prepared the Operation and Maintenance Manual (O&M <br />Manual) for the Holly Flood Control Project. This document provides information about the <br />Project, briefly describes major Project facilities, and presents basic instructions for proper <br />operation and maintenance of the Project and facilities. <br /> <br />The Federal Emergency Management Agency (FEMA) acknowledged the Project's <br />protection in a letter dated April 28,1983, to the Town of Holly. FEMA stated in the letter that <br />information made available to them indicated that, for all practical purposes, tht: community <br />would not be inundated by the base flood (which is the flood having a one percent chance of <br />being equaled or exceeded in any given year, i.e. a 100-year flood) and that FEMA therefore <br />rescinded the Flood Hazard Boundary Map and converted the Tovm to the Regular Program of <br />the National Flood Insurance Program effective May 20, 1983. <br /> <br />FLOOD CONTROL PROJECT <br /> <br />Proiect Description <br /> <br />Following the flood of June 1965 and because of several smaller floods occurring after <br />that time, the Holly Flood Control, Drainage and Sat1itation District requested that the Corps <br /> <br />4 <br />
