<br />upstream of Holly, tremendous inflows from south bank tributaries between the reservoir and <br />Holly produced unprecedented flow in the Arkansas River between Lamar, Colorado, and Great <br />Bend, Kansas. <br /> <br />On June 17, 1965 the Arkansas River peaked at an estimated 200,000 c.f.s. at Holly <br />including a peak flow from Wild Horse Creek of 10,600 c.f.s. and a peak flow from Two Butte <br />Creek of 182,000 c.f.s. The flow from Two Butte Creek entered the Arkansas River floodplain <br />from the right bank directly southwest of Holly. Floodwaters from Two Butte Creek crossed the <br />Arkansas River floodplain and flowed along the Wild Horse Creek levee, destroying the levee <br />and allowing floodwaters from both Two Butte Creek and the Arkansas River to inundate the <br />Town to depths up to 8 feet. The Town was without power and gas utilities during this flood <br />as well as being isolated from outside contact for tlm:e days. Damage was estimated at <br />$1,500,000. <br /> <br />During the period of record for Wild HOIse Creek there was one peak flow Ia.rger than <br />the June 1965 peak. A peak flow of 22,000 c.f.s. occurred August 28, 1935, largely a.s the result <br />of a dam failure. <br /> <br />Related Reports and Information <br /> <br />The Corps published a Special Flood Hazard Information Report for the Arkansas River <br />and tributaries from Great Bend, Kansas, to Jolm Martin Dam, Colorado, dated June 1974. This <br />report included floodplain maps and water surface profiles for an Intermediate Regional Flood <br />(IRF) and a Standard Project Floodl (SPF) based on tl.oodplain conditions existing in 1974. <br /> <br />The Board designated and approved on February 26, 1975, (Floodplain Resolution Index <br />Number 40) as floodplain areas those areas along the Arkansas River described as being <br />inundated by a 100-year flood as set forth in the Corps June 1974 report. These areas included <br />parts of the Town of Holly. <br /> <br />The Corps published a Special Flood Hazard Information Report for the Arkansas River <br />and Wild Horse Creek, Holly, Colorado, dated April 1975. This report included floodplain maps <br />lmd water surface profiles for an Intermediate Regional Flood and a Standard Project Flood based <br />on floodplain conditions existing in 1975. Post-project IRF and SPF conditions were also <br />included based on a proposed flood control project for the Town. <br /> <br />The U.S. Department of Housing and Urban Development (HUD) prepared ,md published <br />on January 16,1976, an approximate floodplain map (Flood Hazard Boundary Map) for the Town <br /> <br />IThe Intermediate Regional Flood (IRF) and Standard Project Flood (SPF) are U.S. Army <br />Corps of Engineers nomenclature. The Corps defines the IRF as a I DO-year flood. The Corps <br />defines the SPF as a flood that would be exceeded only on rare occasions and in many instances <br />defines the upper limit against which protection iis sought. <br /> <br />3 <br />
