Also listed are drought severity In- <br />dicators which serve as 'trigger points" for action. <br />When drought begins to emerge, the assessment <br />system will be activated by the Governor's <br />Memorandum, see Figure 4. The Governor's <br />Memorandum Is Issued when the Water <br />Availability Task Force ~ATF) notes the develop- <br />ment of drought on any of the State's main river <br />basins as reflected on the "Palmei" Index or <br />Colorado's Surface Water Supply Index (SWSI) <br />and when DO DES recommends activation. <br />DODES will make recommendations for memo Is- <br />suance. <br /> <br />The response system functions through estab- <br />lished channels until the Interagency Coordinating <br />Group Is activated by the Governor's Proclama- <br />tion of drought emergency shown at Figure 5, <br />,which Is generated when the Review and Report- <br />Ing Task Force Indicates the existence of emergen- <br />cy conditions; that Is, when significant unmet <br />needs exist that cannot be dealt with through nor- <br />mal channels, <br /> <br />The organization of State Government to carry out <br />the assessment and response functions Is shown <br />at Figure 6, Task Organization. <br /> <br />State government's role as In other disaster emer- <br />gencies Is to assist local governments as Impacts <br />exceed local capabilities. Therefore, it Is par- <br />ticularly Important thet local governments respond <br />to InqUiries from Impact task forces and coor- <br />dinate their own response through a local point of <br />contact, such as the existing emergency menage- <br />ment system. <br /> <br />B.
