<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I-I <br /> <br />SECT ION I <br />SlJ.1MARY <br /> <br />Reach 1 (Upstream Golden City Limit to Tucker Gulch) <br />A tv,,)-fold strategy has been adopted for this reach; a long term alternative <br />plan that ultimately removes all existing structures from the IOO-year <br />floodplain, and a short term interim plan which serves to significantly re- <br />duce flood damage costs by concentrating mitigation measures at critical <br />areas. <br /> <br />This report contains the second part, or Phase B, of the Major Drainageway <br />Plan for Clear Creek - Youngfield through Golden. Preliminary design <br />drawings and cost estimates have been prepared for the recommended pl an <br />adopted by the Ci ty of Golden and Jefferson County and are presented at the <br />end of this report. Specific direction for the preliminary design was re- <br />ceived from the Urban Drainage and Flood Control Di strict, and a copy of the <br />specific directive is reproduced in Section V. The selected pl an for the <br />study area resulted from evaluation of alternative plans presented in the <br />Phase A Report by the City of Golden and Jefferson County. Prel iminary <br />designs have been prepared in sufficient detail to pl an bridge and channel <br />improvements, floodproofing and other structural measures, and to identify <br />flood hazard areas for floodplain management and preservation/regulation. <br />The Preliminary Design plan specifically includes: <br /> <br />The long term plan combines bridge improvements at Ford Street and Washin9- <br />ton Avenue with a IOO-year capacity grass-lined channel. <br /> <br />The short term or interim plan includes floodproofing measures at City owned <br />municipal and publ ic buildings, structural improvements at the water treat- <br />ment pl ant berm, and minor struc~ural improvements at the Ford Street and <br />Washington Avenue bridges. Owner flood proofing measures and flood in- <br />surance are encouraged for privately owned structures within the floodplain. <br />A Flood Awareness Campaign is recommended for public education regarding the <br />Clear Creek floodplain. <br /> <br />o Graphical presentation of prel iminary design of adopted pl an on 22" <br />x 34" pl an and profil e myl ars (reduced herein). <br />o Detailed cost estimate for the proposed improvements. <br />o Detailed description of each drawing. <br />o A technical addendum to be filed at the UD&FCD Office containing all <br />graphical studies, pl ans, calculations and other supporting <br />material. <br /> <br />Establishment of a flood warning system is recommended for the Clear Creek <br />bas into contro 1 the extent and severi ty of damages 0 ue to maj or fl ood <br />events. <br /> <br />This Phase B Report is the final product of the Major Drainageway Pl anning <br />effort authorized by Agreement No. 81-2.6 between the Urban Drainage and <br />Flood Control District, the City of Golden, Jefferson County and loi"ight- <br />McLaughlin Engineers, dated June 17, 1981. <br /> <br />Reach 2 (Tucker Gulch to McIntyre Street) <br />Flood problems in this reach were analyzed and information regarding flood <br />magnitudes, depths and velocities were submitted to the Adolph Coors <br />Industries in a separate report. Coors Industries is presently reviewing <br />this data and evaluating the potential impact on their facilities.
